The IRC launched an emergency response in oPt in 2023, responding to the catastrophic humanitarian situation in Gaza. Prior to October 7th, in June 2023, we conducted a scoping mission to oPt, in the West Bank, and subsequently developed a strategic plan to initiate programming in the West Bank. Since then, and in the context of catastrophic fighting and renewed violence, the IRC has initiated an emergency response in Gaza and developed a response plan with partners which includes Gaza and the West Bank. Implementing a diverse, integrated program of health, protection, cash, and scaling up in WASH and nutrition, these programs prioritize local partnerships with both public institutions and civil society, and span emergency, humanitarian, recovery, and development modalities, while serving vulnerable Palestinians in oPt.

Job Overview:

Reporting to Senior Operations Coordinator with MiP to HAS Coordinator , the Operations Assistant is responsible to ensure that all operational activities related to humanitarian rotations, humanitarian notification/coordination of movements for the Gaza Field Office as well as support on humanitarian access & security (HAS), and operational activities as defined by the Senior Operations Coordinator for the Ramallah Field Office are done within the defined timeframe without compromising known IRC standards. The position holder will oversee liaising, following up, reporting back and assisting with internal and external stakeholders to ensure humanitarian personnel rotations and humanitarian movement notification/coordination occur in an efficient and smooth way while also supporting HAS and operations tasks for the Ramallah Field Office. The Operations Assistant will work closely with all sectors to implement planned activities accordingly through Ramallah, Amman & Gaza Field Offices.

Responsibilities:
Administrative Support

  • Support the onboarding and offboarding of staff by preparing workstations, office materials, and access cards.

Operational Humanitarian Access

  • Partner with the internal teams to identify staff members going into and out of Gaza through coordination with Admin Officer – Gaza and Supply Chain/Admin Officer – Amman, and keeping informed the DDFM – Gaza, HAS Co of any issues.
  • Liaise with UN agencies and Israeli authorities the submission of the relevant applications, pre-entry/pre-exit briefings, and facilitate the issuance of relevant materials for entry and exit. While keeping informed the DDFM – Gaza, HAS Co of any issues.
  • Liaise with internal stakeholders to ensure logistics for movements, including scheduling, accommodation arrangements, and material preparation.
  • Inform IRC Treasury of entrance/exists of international staff to Gaza to ensure that insurance coverage is provided
  • Inform IRC oPt HR lead of international staff planning to visit Gaza for HR to share employment information with IRC Treasury for insurance coverage
  • Organize & archive all documentation, including tracking and reporting on rotations & movements deconfliction
  • Support the coordination with the Finance Department to make sure staff rotating in have access to available funds for expenses related to the entrance/exit to Gaza, and keeping informed the DDFM – Gaza of any issues.
  • Deconflict movements (Notifications and coordination) within Gaza working with the Supply Chain and HAS team.
  • Provide support to staff traveling into the West Bank including liaising with the relevant point persons and handling logistics related to entry and HAS requirements.
  • Develop and maintain external relationships with focal points in partner and key organizations
  • Support Operations & HAS teams on all operational access questions related to Gaza and the West Bank.
  • Ensure compliance with internal and external policies and procedures.
  • The individual will work closely with various stakeholders, including partner organizations, and internal teams, to ensure the effective implementation of movement and coordination activities.

Supply Chain & Logistics Support

  • Support in organizing transport and delivery of materials between Ramallah, Amman, and Gaza offices, ensuring accurate documentation and tracking.
  • Ensure that all supply chain documentation (PRs, GRNs, delivery notes, contracts) is properly filed and accessible for audit and compliance purposes.

Safety & Security

  • Monitor & review IRC movements in West Bank and report any issues/concerns to Senior Operations Coordinator & HAS Coordinator.
  • Provide HAS briefing for West Bank new staff and visitors to West Bank
  • Monitor context in West Bank and report any issues to Senior Operations Coordinator & HAS Coordinator.
  • Develop and maintain external relationships with focal points in partner and key organizations
  • Ensure compliance with internal and external policies and procedures.

Required Experience/qualification/Skills:

  • At least 1 years of experience of Operations/Administrative roles.
  • Good spoken and written English and Arabic.
  • Strong organizational skills.
  • Attention to detail and ability to handle multiple, competing deadlines and priorities in a dynamic environment
  • Excellent interpersonal communication skills and ability to work in a multi-cultural environment
  • Ability to thrive in a dynamic environment, within and across departments/functions and develop positive relationships with local and remote staff, and external partners
  • Ability to work in highly stressful environments with multiple and competing demands
