The HR Manager supports a team of national and expatriate staff based in the Regional Office in Dakar, Senegal and ensures effective implementation of human resources processes and strategies for the Regional Office in Dakar, Senegal, in compliance with local labor law and IRC policies. 

This role focuses on managing and coordinating all HR operations such as recruitment, contract administration, payroll, employee relations, and staff development. The HR Manager will adapt processes and systems to maintain efficiency and compliance, while supporting managers in day-to-day HR matters. 

Major Responsibilities: 

HR Coordination and Support 
•    Implement HR policies and procedures consistently across the office.
•    Provide guidance to managers and staff on HR policies, processes and compliance requirements.
•    Maintain accurate HR records and ensure timely updates in HR systems.
•    In consultation with the Regional Director of P&C and the Global Duty of Care team, support staff care action plans and initiatives that help maintain motivation and promote staff well-being.

Talent Acquisition and Onboarding
•    Coordinate recruitment for national staff, including job postings, candidate screening, and interviews in accordance with IRC's overall recruitment policy to ensure objective, transparent and efficient recruitment process 
•    Advise on recruitment tactics, establish an active network and propose innovative and creative recruitment methods to attract and hire the best talent. Contribute to proactively position IRC as an employer brand of choice in the country.
•    Ensure timely preparation of employment contracts and onboarding documentation
•    Plan, coordinate and facilitate the orientation of newly hired staff in accordance with the overall orientation policy 
•    Ensure timely submission of recruitment reports. 

Performance management and staff development
•    Coordinate the performance management process with line managers of Regional Office employees and ensure accurate, timely documentation of all evaluations and related actions. 
•    Support and guide managers in the development of their staff and promote the IRC Model of Excellence, IRC leadership standards and a culture of continuous feedback within teams.
•    Assist in identifying training needs and facilitate access to learning resources.
•    Track participation in learning programs and maintain related records.

Compliance and Employee Relations
•    Communicate and encourage the active practice of The IRC Way - Global Standards of Professional Conduct.
•    Serve as the first point of contact for HR -related inquiries and issues and escalate concerns as needed
•    Report problems related to the code of conduct, seek advice with relevant units as appropriate, and ensure follow-up actions in collaboration with the Ethics and Compliance Unit (ECU) and in compliance with local labor laws.
•    Advise and support supervisors in the determination of appropriate, consistent, and sound disciplinary action in accordance with local labor law and global policy. 
•    Provide direct support to Line Managers on staff communications to ensure clear, consistent, timely and transparent communication on issues impacting staff. 
•    Stay abreast and disseminate impacts of new Labor laws to the I-Hub staff and ensure compliance.

HR Administration and Compensation management
•    Ensure that all administrative procedures for drawing up, signing and approving employment contracts and registering employees with the various social structures are complied with.
•    Ensure all international staff have proper work documentation in compliance with legal requirements 
•    Manage and track all leave requests and coordinate between employees and supervisors to ensure the records are up to date.
•    Coordinate the management and maintenance of staff contracts, personnel files, and other employee information and HR databases.
•    Administer the payroll and ensure that all social, tax and legal obligations are met within the required timeframe.
•    Ensure the submission of the various periodic HR reports within the required timeframe. 
•    Coordinate the annual salary review process with the support of the head office compensation team.
•    Interpret and explain human resources policies, procedures, laws, standards, or regulations to employees with the support of the Regional P&C Director as required. 
•    Coordinate exit and staff separation process as per the Labor laws to ensure a transparent and positive transition for all departing employees.
•    Support global and technical units (programs and projects) in the management of individual consultants

Job Requirements

Education
•     Bachelor Degree in Human Resource Management or Business Administration is preferred or equivalent experience in a relevant field

Work experience
•    Minimum three (3) years of experience as an HR generalist, with responsibility for managing HR function in complex or matrix environments.
•    Previous experience in an international organization, ideally within the INGO sector.
•    Proven ability to work effectively in remote or distributed team settings (remote management experience strongly preferred).

Demonstrated Skills and Competencies
•    Ability to develop and maintain good working relations in a diverse and multicultural environment.
•    Strong organizational and time management skills.
•    Excellent knowledge of the Senegal labor law is required. 
•    Ability to be proactive by bringing creative and innovative ideas and acting as a champion for change.
•    Demonstrated commitment to work/life balance for self and others.
•    Demonstrated experience in professional discretion, integrity and ability to manage complex human resource situations with diplomacy and effective resolution.
•    Excellent writing, presentation and verbal communication skills in French and English 
•    Very strong proficiency in MS Word, Excel, Outlook and PowerPoint is required.
•    Ability to carry out responsibilities independently with minimal technical support.
