Background and Organizational Context:

The UNDP Iraq Country Office administers and manages common premises and shared services on behalf of the co-located UN agencies, funds, and programmes. The Common Premises (CP) Unit is established to ensure the efficient, secure, and cost-effective management of all common premises, assets, and services. The unit's objective is to provide high-quality support services to all Participating Agencies, enabling them to focus on their core mandates.

Position Purpose:

Under the overall guidance and direct supervision of the Operations Specialist – Common Premises, the Logistics and Government Liaison Analyst assist in providing logistics support to ongoing air, land, sea, or rail operations in the area. The Logistics and Government Liaison Analyst also provide efficient and effective support with protocol and facilitation of logistics and administrative services with government authorities and related collaborators, guide UN and non-UN organizations on government processes and relevant contact offices for their operations. Support UN and non-UN organizations on following up government approvals and payments, building partnerships and mobilizing resources,

Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration. 

Key Duties and Accountabilities:

Ensure the implementation of operational strategies and efficient functioning of the logistics and Government liaison services with a focus on achieving the following results:

  • Full compliance of administrative activities with UNDP rules, policies, and strategies. 
  • Providing inputs into the implementation of results-based work plans for the logistics and Government liaison unit and the integrated CP Unit workplan. 
  • Supporting administrative, logistics and government liaison services.
  • Develop and implement strategies to enhance logistics operations, government liaison, reduce costs, and improve service quality. 
  • Coordinate transportation services offered to UN and non-UN organizations ensuring continuous safe and un- interrupted quality service. 
  • Ensure reliable fleet of vehicles and inventories of high-quality to deliver transportation services. 
  •  In collaboration with Welfare Unit, facilitate access to UN compounds for partners visiting the UN compounds on programme events for workshops and conferences. 
  • Coordinate travel management, shipping arrangements, for clients on request.  
  • Oversee the receipt of the goods including custom clearance, transportation, warehousing and distribution. 
  • Coordinate the entire circuit related to shipping and receiving arrangements in liaison with the office's Transit Company. 
  • Ensure all logistics activities adhere to organizational policies, donor requirements, and local regulations. 
  • Ensure compliance with legal, safety, and quality standards in logistics operations. 

Provides efficient logistics and government liaison support, focusing on achieving the following results:

  • Support the Welfare Unit with administrative processes (logistics and facilitation with government) for preparation of conferences, workshops, and retreats. 
  • Coordinate with UN and non-UN organizations on their requirements for government attention and facilitation. 
  • Facilitate IZ badges access for third parties and relevant clients including non-UN organization personnel and partners. 
  • Serve as liaison with government authorities on matters related to government approvals, clearances, recoveries of government contributions, protocols and meetings. 
  • Provide CP and UN/UNDP management with updates on relevant changes in government rules, processes and changes in officials. 
  • Oversee the transportation team daily recording of vehicle logs and preparing monthly vehicle maintenance reports. 
  • Researching and retrieving statistical data from internal and external sources related to logistics and government liaison services, and preparing charts, tables, and statistical reports, to the CP management and relevant team members. 
  • Monitoring deadlines, commitments made to clients, actions taken, and coordinating, collecting, and submitting reports to the Unit Head. 
  • Assisting in the preparation of documents for office audits. 
  • Maintaining the filing system for the logistic and government liaison unit to ensure the safekeeping of confidential documents. 
  • Monitoring cost recovery for all services provided by the Unit to UN agencies and non-UN organizations. 
  • Preparing monthly planning for transportation services, monitoring progress and providing advice on improving services and addressing issues that may arise.

  • Participate in the annual Unit planning exercise to develop Unit workplan for the logistic and government liaison unit. 

Provides support for office maintenance and asset management, with a focus on achieving the following results:

  • Coordinate and maintain up to date information about vendors and contractors for transportation. 
  • Collect and analyze logistics data to monitor performance and identify trends. 
  • Contribute to the physical verification of offices and CP assets. 
  • Contribute to the management of inventories of goods and supplies. 
  • Contribute to compliance with UNDP rules, regulations, policies, and strategies and the implementation of internal controls. 
  • Contribute to cost recovery of logistics and government liaison services.

Management and maintenance of shared services to ensure integrated operations in shared facilities:

  • Contribute to the development of the annual shared premises budget in cooperation with the Finance Unit. 
  • Develop proposals for improving shared services, and new business. 

Support for building knowledge and sharing, with a focus on achieving the following results:

  • Participation in training for operations/CP staff on administrative issues. 
  • Contribution to knowledge networks and communities of practice 
  • Contribution to the preparation, updating, and monitoring of SOPs (Standard Operating Procedures) related to Logistics and general administration. 

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Requirements:

Education:

Advanced university degree (master’s degree or equivalent) in Logistics and Supply Chain, Business Administration, Public Administration, Finance, Economics, or related field is required, or 

A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional 2 years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience, Knowledge, and Skills:

Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in logistics, supply chain or procurement. 

Experience in developing countries is desirable. 

Experience in managing customs clearance, and regulatory compliance is desired.  

Experience in operational efficiency by reducing logistics costs in the movement of goods is desirable.  

Experience in UNDP and/or UN procurement policies and procedures is an asset. 

Experience in the use of computers, office software packages (MS Word, Excel, etc.), and web-based management systems such as ERP is desired.

Language Requirements:

Fluency in English and Arabic languages is required. 

Knowledge of Kurdish language is an asset.
