Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Arab States’s Governance portfolio covers gender norms; discriminatory legislation; disability inclusion, women’s political participation and leadership under the Strategic Note 2026-2029 working towards the achievement of the following outcome 

  • Outcome  1.1: Governments, and Institutions and organisations in the Arab States accelerate the implementation of global and regional gender norms, standards, laws, and policies, supported by high-quality, comparable data on the Beijing Declaration and Platform for Action, CEDAW, Agenda 2030 (particularly SDG 5), the Cairo Declaration for Arab Women, the Gender Justice and Equality Before the Law Initiative and the Women’s Political Participation Regional Strategy

In March 2025, the Commission on the Status of Women adopted a  Political Declaration at its sixty-ninth session (CSW69), reaffirming the global community's commitment to the full, accelerated, and effective implementation and resourcing of the Beijing Declaration and Platform for Action. The Declaration recognizes the continued relevance of the 12 critical areas of concern as well as emerging challenges and identifies key priorities for urgent attention.

To mark these milestones, and in line with the CSW69 Political Declaration, UN Women launched the Beijing Plus 30 Action Agenda  building on the national reviews, as well as the 12 critical areas of concern. The Action Agenda offers a voluntary, action-oriented approach to drive implementation of existing commitments under the Beijing Platform, the 2030 Agenda - particularly SDG 5 - and the Pact for the Future. It is a tool to support government efforts to advance gender equality and the rights and empowerment of women and girls. It consists of six priority areas for all women and girls: a digital revolution, freedom from poverty, zero violence, full and equal decision-making power, peace and security, climate justice and is supported by two foundational enablers - gender data and financing. It also places adolescent girls and young women at the center, recognizing their leadership and rights as essential to lasting progress.

During the UNGA 80 eleven Arab states made commitments to the Beijing Action Agenda.

The objective of this assignment is to analyse the commitments made by Arab States to the Beijing Action Agenda, compare them with national Beijing+30 reports, and develop a regional action plan to support implementation of commitments.

The consultant will work under guidance and direct supervision of UN Women’s Regional Governance, Political Participation Advisor. She/he will also collaborate with the focal persons from UN Women country office as needed.

Description of Responsibilities /Scope of Work:

1. Develop and produce a visual comparative report on the Beijing+30 Action Agenda Commitments.
This report should cluster actions from national reports that have made commitments, and also include Arab States that have not yet made any commitments but could be encouraged to engage by selecting one of the six thematic areas of the Beijing+30 Action Agenda. The report must be forward-looking and include an action plan

Required Qualifications:

Education and Certification:

  • Master’s degree or equivalent in social sciences, gender studies, law, public policy, or related field, and/or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum 7 years of experience in gender equality policy analysis, preferably in the Arab region in the area of gender equality and women’s empowerment and/or a related field is required.
  • Experience and knowledge of gender equality and women’s rights situation and issues in the Arab States region is required. 
  • Experience in the inclusion of disadvantaged groups -and especially in disability inclusion- is required. 
  • Familiarity with BPfA, CEDAW, and regional gender frameworks are desirable.
  • Strong analytical, writing, and stakeholder engagement skills are desirable.

Languages:

  • Fluency in English is required;
  • Fluency in Arabic is desirable.
