Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
The PMER Coordinator reports to the Head of Delegation. The technical manager for the position is the Regional Head, PMER and Quality Assurance. The post holder forms part of the management team of the delegation, and the PMER regional and global teams.
Working in close collaboration with thematic teams, the incumbent ensures coherence in planning, monitoring, evaluation, and reporting practices, drives institutional capacity development, and promotes continuous improvement and adaptive management to enhance program quality and impact for the IFRC network throughout the cluster.
The post holder provides a unified approach to results-based management across all IFRC network operations and programmes, i.e. an IFRC-wide unified approach.
Job Purpose
The PMER Coordinator provides strategic leadership, coordination, and technical expertise in Planning, Monitoring, Evaluation, and Reporting to strengthen quality programming, accountability, and evidence-based decision-making across the IFRC network within the cluster.
The role leads the design and implementation of common PMER frameworks, systems, and tools for stewardship and learning; ensures alignment with IFRC global standards and Results-Based Management (RBM) and Benefits Realization Management (BRM) approaches; and fosters a culture of learning, performance, and accountability across all programmes and operations.
Job Duties and Responsibilities
A. Strategic Leadership & Coordination
- Lead the development, implementation, and continuous improvement of PMER strategies, frameworks, and systems that enhance quality programming and accountability.
- Design and implement common PMER frameworks to ensure coherence, stewardship, and learning across operations and programmes.
- Serve as focal point for quality and accountability, ensuring the systematic integration of PMER in all stages of the programme cycle.
- Provide technical guidance and oversight to strengthen the quality, consistency, and use of PMER practices across the network.
- Ensure alignment with IFRC’s Framework for Evaluations, M&E Guide, and global standards, promoting harmonization and mutual accountability.
- Represent PMER in coordination, management, and inter-agency forums to advance evidence-based and results-oriented programming.
B. Planning
- Coordinate and guide strategic, annual, and operational planning processes to ensure coherence with organizational priorities and frameworks.
- Review plans for logic, internal consistency, and alignment with Results-Based Management (RBM) and Benefits Realization Management (BRM) principles.
- Promote adaptive management approaches and integration of cross-cutting themes, ensuring plans remain flexible and responsive to evolving contexts.
- Ensure monitoring, evaluation, and reporting components are embedded from the outset of all plans and initiatives.
- Support the design and articulation of theories of change, ensuring clear results chains and measurable outcomes across projects and programmes.
C. Monitoring
- Oversee the establishment and implementation of robust monitoring systems and frameworks to track progress, performance, and outcomes.
- Provide technical support for data collection, validation, and analysis to ensure the reliability and usefulness of performance information.
- Promote innovative and digital monitoring solutions (e.g., mobile data collection, dashboards, data visualization).
- Consolidate and analyse monitoring data to inform decision-making, improve programme quality, and strengthen accountability to stakeholders.
- Serve as focal point for data quality assurance and follow-up within systems such as FDRS and other corporate platforms.
D. Evaluation & Learning
- Coordinate evaluations, reviews, and learning exercises to assess performance, outcomes, and impact.
- Ensure quality and methodological rigor in evaluation design, including ToRs, data collection tools, and analysis frameworks.
- Maintain an evaluation registry and promote systematic dissemination and use of findings.
- Foster a culture of reflection, learning, and continuous improvement through structured learning processes and knowledge sharing.
- Capture, document, and disseminate lessons learned and good practices; ensure a minimum number of well-documented learning outputs are produced annually to inform future programming.
E. Reporting & Accountability
- Ensure timely, accurate, and high-quality reporting to internal and external stakeholders.
- Coordinate and monitor reporting schedules, ensuring compliance with established standards, formats, and deadlines.
- Promote transparency and accountability to affected populations, partners, and donors through credible data and reporting integrity.
- Oversee report finalization and quality assurance, ensuring alignment between narrative and financial information.

- Coordinate reporting processes where dedicated report or pledge management functions are not in place.
- Ensure harmonized data collection and reporting through systems such as FDRS and the GO platform.
- Produce high-quality analytical and narrative reports, ensuring they convey key achievements, challenges, and learning.
- Maintain up-to-date reporting trackers to prevent delays and ensure timely submission of deliverables.
F. Capacity Strengthening & Technical Support
- Lead and coordinate capacity-building initiatives to enhance PMER competencies.
- Conduct capacity assessments and design targeted development plans to address identified gaps.
- Establish and maintain a pool of PMER practitioners and peer-learning networks to foster continuous knowledge exchange.
- Promote localization and contextual adaptation of PMER tools, ensuring relevance to local realities and languages.
- Support the institutionalization of PMER systems, standards, and practices within the network to ensure sustainability.
G. Collaboration & Representation
- Work collaboratively with Information Management (IM), Community Engagement and Accountability (CEA), and thematic areas to ensure coherent and integrated approaches to quality programming.
- Coordinate with partners, donors, and other network actors to strengthen PMER coherence, complementarity, and shared accountability.
- Represent the organization in global and regional PMER initiatives, contributing to the development of tools, standards, and best practices.
- Provide PMER technical input and strategic advice to management, conferences, and key organizational events.
Education
- University degree or equivalent in a relevant discipline (Monitoring and Evaluation, Statistics, Mathematics, Economics, Data Science, or related quantitative or social science field).
- Postgraduate qualification (Master’s or higher) in Monitoring and Evaluation, Data Analytics, Performance Management, or a related discipline.
- Relevant professional training or certification in planning, monitoring, evaluation, or performance-based management.
- Specialized certification in data analytics, project management (e.g., PMP, PRINCE2), or results-based management.
Experience
- Minimum of 7 years of professional experience in PMER, data management, or performance monitoring roles.
- At least 3 years of experience in data analysis and visualization, using tools such as Excel, Stata, R, or SPSS, and visualization software (e.g., Power BI, Tableau).
- Proven ability to manage, analyse, and report on programme and organizational performance data.
- Demonstrated experience creating dashboards and compelling visual reports for strategic decision-making.
- Experience applying RBM and evidence-based approaches to programme design and evaluation.
- Experience working in the humanitarian or development sector, preferably with international organizations or within the Red Cross Red Crescent Movement.
- Experience in programme or project management, including familiarity with planning and results frameworks.
- Experience coordinating with government authorities, donors, and humanitarian/development partners.
- Management and supervisory experience in a multicultural environment.
Knowledge, Skills and Languages

- Familiarity with IFRC systems such as FDRS, GO platform, or equivalent institutional reporting systems.
