Job Description

Under the overall supervision of the Senior HR Officer (Organizational Design and Classification) and direct supervision of the Human Resources Officer (Organizational Design and Classification) based in Valencia, Spain, the National HR Officer (Organizational Design and Classification) will be responsible and accountable for supporting the implementation of the Organization’s Job Classification and Organizational Design Frameworks, ensuring they are effectively integrated with workforce capacity planning and client service delivery. The role will coordinate and provide efficient, effective, and timely support and operational services to internal stakeholders, leveraging AI tools and data-driven insights to enhance accuracy, consistency, and decision-making. By aligning classification, organizational design, management and workforce capacity initiatives, the position will contribute to building a responsive, agile, and well-structured organization that meets evolving business and client needs.

Responsibilities

  1. Prepare classification analyses and comprehensive evaluation reports of jobs in the Professional, National and General Service and related categories, based on the ICSC classification standards and relevant organizational instructions, leveraging on Artificial Intelligence
  2. Review and verify classifications prepared by other staff of the Unit to ensure consistency, accuracy, and compliance with standards.
  3. Conduct classification and organizational design exercises remotely or on-site as required.
  4. Provide technical guidance to Managers and HR staff on the interpretation and application of HR policies and procedures related to job classification, organizational design, and post management.
  5. Advise on the preparation of Post Descriptions (PDs), terms of reference, vacancy notices, and classification submission templates.
  6. Support maintenance of organizational charts and ensure accuracy of reporting lines.
  7. Contribute to the development of Job Families, framework on Position Management.
  8. Analyse organizational structures, document organizational design process
  9.  Provide technical guidance. Identify issues requiring changes to rules, policies, or procedures and recommend appropriate improvements to supervisors or managers.
  10. Participate in the development of Generic PDs and other organizational design or restructuring initiatives within IOM.
  11. Contribute to projects aimed at strengthening consistency and efficiency of classification and job design practices across IOM.
  12. Develop the capacity of staff involved in HR management by identifying learning needs and providing daily technical guidance.
  13. Participate in the organization and delivery of training activities and knowledge-sharing sessions on job classification and organizational design.
  14. Prepare statistics, reports and inputs for presentations or management briefings.
  15. Draft, edit, proofread, and finalize correspondence, classification reports, and other relevant communications.
  16. Maintain accurate classification records, documentation and databases.
  17. Participate in meetings, working groups, or training sessions related to classification, job evaluation, or organizational design, as assigned.
  18. Support coordination between DHR divisions to ensure alignment of classification outcomes with broader HR processes.
  19. Perform such other duties as may be assigned.

Qualifications

EDUCATION

  • Master’s degree in Human Resources, Business Administration, Psychology, Social Sciences or related fields; or,
  • Bachelor’s degree in above mentioned fields with two years of relevant professional experience.

EXPERIENCE

Required:

  • Progressively responsible experience in Human Resources Management;
  • Proven experience in leveraging Artificial Intelligence (AI) to optimize HR processes and enhance operational efficiency;
  • Proven experience in working in a multicultural environment

Desirable:

  • Previous work experience in international organizations and service industry companies would be an advantage.
  • Experience working in or with UN agencies, international organizations, or within the framework of the UN Common System;
  • Strong knowledge of job evaluation and classification methodologies and principles including point-factor systems, benchmark comparisons, and competency-based job design;
  • Hands-on experience conducting Job Evaluation exercises and applying the UN Master Classification Standards;
  • Experience in capacity building and training delivery related to classification or broader HR topic.

  • Ability to advise, persuade, and guide management and staff on classification matters;
  • Strong client service orientation, demonstrating responsiveness, tact, and adaptability in addressing stakeholder needs;
  • Excellent interpersonal and teamwork skills, with the ability to collaborate effectively in a multicultural environment and build constructive working relationships across levels and functions;
  • Proficiency in common office software (Word, Excel, databases), Artificial Intelligence tools, HR information systems to enhance efficiency and data accuracy;
  • Strong organizational skills, with the ability to manage multiple classification requests, competing priorities and tight deadlines;
  • Advanced analytical skills and problem-solving skills, inchlidng the ability to interpret duties, responsibilities, and competencies of positions;
  • Good writing, documentation, and presentation skills.
