Job Profile

The Director of Information Technology (IT) is a strategic executive leader responsible for shaping and executing the institution’s digital vision. This role is pivotal in leveraging technology to drive innovation, enhance operational efficiency, and amplify development impact. The Director leads cross-functional technology teams and brings a proven track record in digital transformation, vendor management, and enterprise systems integration. The ideal candidate is adept at influencing diverse stakeholders, navigating complex organizational environments, and is deeply committed to advancing digital innovation across the institution. 

Duties and Responsibilities

IT strategy and leadership 

  • Develop and implement the OPEC Fund’s Information Technology and digital strategies, ensuring alignment with institutional goals and business priorities. 
  • Lead the organization’s digital transformation journey, positioning the OPEC Fund as a Smart institution through innovative, scalable, and secure technology solutions
  • Drive the integration of advanced technologies—including Artificial Intelligence (AI), Machine Learning (ML), and other intelligent systems—into business processes to enhance efficiency and impact
  • Act as a strategic advisor to senior leadership and business units, influencing technology-related decisions and ensuring optimal design, selection, and use of digital solutions.
  • Stay abreast of emerging technology trends and industry best practices, applying insights to identify opportunities for delivering technology-enabled business value.  
  • Build and maintain effective external partnerships with technology vendors, multilateral development banks (MDBs), NGOs, and other international institutions to support program delivery and innovation. 
  • Monitor IT portfolio performance against agreed business value metrics, ensuring transparency in budget utilization, cost allocation, and value realization. 
  • Evaluate the relevance and impact of emerging technologies in relation to strategic business needs, translating technical advancements into actionable business outcomes. 
  • Prepare and manage capital and administrative budgets for IT, ensuring efficient resource allocation and compliance with institutional policies and procedures. 

Solutions Delivery  

  • Lead the planning, design, configuration, and deployment of systems and business solutions that support core organizational functions and processes.
  • Oversee the full Solution Development Life Cycle (SDLC), from requirements gathering and architecture design through development, testing, and deployment. 
  • Modernize the SDLC function by implementing agile methodologies, rationalizing application architectures, and consolidating platforms for greater efficiency and scalability
  • Manage the implementation of system enhancements, upgrades, patches, and fixes to ensure optimal performance, data integrity, and reliability. 

Policy and Procedure Development 

  • Establish, develop, and regularly update IT policies and procedures to ensure alignment with institutional objectives and regulatory requirements. 
  • Coordinate the implementation of IT policies to achieve effective, timely, and secure outcomes across the organization.  

Organizational Capability Building  

  • Ensure the continuity of OPEC Fund operations through the development and maintenance of systems that support emergency and disaster recovery scenarios. 
  • Collaborate with the Head of IT Security to define and execute the OPEC Fund’s information security strategy and related programs.

People Management  

  • Lead and inspire the IT team, fostering a culture of engagement, innovation, and high performance. 
  • Drive the development of staff competencies and skills to meet evolving organizational and technological needs.  

Stakeholder Engagement  

  • Strengthen collaboration with IT outsourcing firms, external partners, and consultants to ensure access to the right expertise and timely delivery of projects and support services. 
  • Perform other duties as assigned by the Chief Administrative Officer, related to the scope of this role.

Qualifications and Experience

  • Master’s degree in Computer Programming or other IT-related fields 
  • A minimum of 15 years relevant professional experience, of which 7 years should have been in a management level   
  • Preferably a minimum of five years at an international development institution 
  • Fluent in English. Good working knowledge of Arabic, French or Spanish is an added advantage.
