Internal and external candidates will be considered for this vacancy. Context:

Peru, particularly the regions of Lima, Tumbes, and Tacna, continues to face challenges linked to the large-scale arrival of Venezuelan refugees and migrants, which has placed considerable pressure on host communities and public services. In response, the International Organization for Migration (IOM) in Peru, with funding from the Korea International Cooperation Agency (KOICA), is implementing the project “IOM Supporting the Integration of Venezuelan Refugees and Migrants into Peruvian Host Communities through Socio-economic Interventions”. The project promotes the socio-economic integration of migrants and refugees while strengthening the resilience of host communities through activities in labor market inclusion, entrepreneurship, education and social cohesion.

Under the overall supervision of the Senior Programme Coordinator and the direct supervision of the Project Officer, the Project Support Officer will be responsible for providing support to the KOICA-funded project. The role will encompass project development, donor liaison, reporting, communications, and private sector engagement.

This position is part of a KOICA-funded project and is open exclusively to nationals of the Republic of Korea

Responsibilities

  1. Under the close supervision of the Project Officer, and in close collaboration with the Migration Management  Unit and Sub-office associates provide daily technical and operational support to the implementation of the KOICA-funded project, ensuring effective backstopping and coordination.
  2. Assist in the collection, maintenance, and analysis of project indicator data through designated platforms and monitoring tools, in close coordination with the Programme Support Unit (PSU); support monitoring and evaluation exercises and ensure key highlights are shared with the Project Officer.
  3. Liaise with implementing partners (NGOs, government institutions, private sector, etc.) to ensure timely delivery of activities. 
  4. Coordinate and organize follow-up meetings with IOM and/or KOICA teams at technical level to support implementation of the project’s activities, in coordination with the Project Officer.
  5. Prepare draft progress reports, donor reports, meeting minutes and briefing notes for internal and external reporting.
  6. Support the design and drafting of project proposals in close coordination with programme units and relevant stakeholders, ensuring coherence with donor priorities, IOM strategies plan and national plans.
  7. Compile and systematize data and information to support communication and outreach activities, in close collaboration with the Communications team.
  8. Identify, map, and facilitate engagement with potential funding sources (bilateral, multilateral, private sector, foundations) to diversify IOM’s resource base in coordination with PSU.
  9. Perform such other duties as may be assigned. 

Qualifications

Education:

  • Master’s degree in international relations, Political or Social Sciences, Development studies or a related field from an accredited academic institution; or
  • University degree in the above fields with two years of relevant professional experience

Experience:

  • Experience in project management development, implementation, monitoring and evaluation is required;
  • Experience in drafting proposals, donor reports or partnership brief is required;
  • Work experience with UN and International Agencies, international or local NOGs is advantage; and,
  • Experience in communication, visibility, and outreach activities is advantage;
  •  

Skills:

  • Familiarity with donor-funded project cycles, particularly KOICA or other bilateral donors, is desirable;
  • Strong organizational and coordination abilities, with attention to detail;
  • Sound writing, communication and negotiation skills;
  • Proficiency in MS Office applications (Word, Excel, PowerPoint) and project management systems;
  • Excellent organization skills, analytical and creative thinking; and, 
  • Strong interpersonal skills and ability to work effectively in multi-cultural teams.

Languages
IOM’s official languages are English, French, and Spanish. 

For this position, fluency in English and Spanish is required (oral and written). Working knowledge in Korean is highly desirable and working knowledge of another official UN language (Arabic, Chinese, French, and Russian) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
