What we are looking for

The successful candidate will have senior management experience with a a background and or knowledge of support functions (Finance, Logistics, HR, ICT) within humanitarian sector. A Strategic thinker with experience leading and managing multi-functional teams successfully. Highly diplomatic, collaborative with ability to work with other departments and key stakeholders effectively. Expertise in resource and cost management. Communicates clearly and has experience working in a complex conflict/emergency context.

What you will do

The purpose of the Area Support Manager (ASM) position is to provide sufficient support to relevant supports functions at the area level and field-offices. He/she will be leading support units, ensuring compliance with NRC and donor guidelines. The ASM will lead all support-related matters in NRC West Bank Office and provide high quality and efficient support for programme implementation.

Key responsibilities

  •  Ensure adequate and fit-for-purpose support strategy rooted in national staff capacity development - strategic development of Area level structures, human resource capacity and allocation and providing input on operational support to the Area Plan of Action, coordinating and aligning operational support with programme plans at Area level.
  • Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements, perform regular spot-checks on supporting documentation to identify areas of improvement in regards of quality of documentation.
  • Providing leadership of the Support Department and ensure all work as one team, whilst ensuring collaboration with the programme units and Line management of support staff including Finance, HR & Admin, Logistics and ICT.
  • Responsible for Area Support Budget, area level budgets, including support costs. Ensure coverage of Master Budget at all time and ensure that efficient, sustainable and flexible HR structures are in place.
  • Responsible for ensuring that HR, finance, logistics and administration systems provide relevant and adequate support to the area office’s programmes throughout the whole project cycle
  • Implementation and development of new country and area specific technical SOPs, guidelines and tools in Area (HR, Logistic/ICT and Finance).
  • Provide support to the Area Office Emergency response programme ensuring that support functions are working well to ensure the success of the response.
  • Provide trainings and technical support to the support functions in Area office and Field offices on finance, logistics and HR procedures.
  • Member of the Area Management Team (AMT)

What you will bring

  • Minimum Bachelor’s Degree, in management & administration or other relevant field.
  • Minimum 5 years’ experience in a senior management position in a humanitarian/ recovery context with strong experience and solid knowledge of support functions (Finance, Logistics, Human Resources, Administration etc.) within the humanitarian sector.
  • Solid knowledge of HR, finance and logistics routines in a humanitarian context, with expertise in allocation of resources and costs.
  • Experience in implementation of humanitarian projects/programmes in complex and volatile contexts as well as experience responding to emergency interventions and scale up of operations
  • Experience in building the capacity and management of multifunctional teams.
  • Understanding and knowledge of donor requirements and compliance rules.
  • Knowledge of the Palestine or regional context.
  • Excellent communication skills.
  • Ability to process large amounts of data.
  • Fluency in English, both written and verbal is required. Fluency in Arabic is an asset

  • Duty station: West Bank, Palestine.
  • Contract: 12 months (Fixed-term contract renewal based on performance, funds availability and need for the position).
  • Travel: 30% within West Bank areas of operation.
  • Salary/benefits: Grade 8 on NRC’s salary scale, with accompanying terms and conditions
