SHIFA Project Coordinator

The Council of Europe Development Bank (CEB) is a multilateral development bank with an exclusively social mandate from its 43 member countries. The CEB finances investments and provides technical assistance in social sectors such as education, health and affordable housing, while focusing on the needs of vulnerable people, as well as on the social dimensions of climate change and the environment.

 

The Grant Operations & New Instruments Division, which is part of the Directorate for Loans and Social Development, manages trust funds and projects funded by the European Union and other donors. Within the Division, the Grant Management Unit is seeking a SHIFA Project Coordinator to assist operations by providing administrative and operational support for the Strengthening Healthcare Infrastructure for all (SHIFA) Project. 

 

The SHIFA Project is a €140 million European Union-funded initiative to improve healthcare access for refugees, persons under subsidiary protection, and host communities across Türkiye. To this end, SHIFA aims to construct or renovate more than 80 health centres and up to 110 hospital-based physical therapy units across 27 Turkish provinces. The CEB manages the EU funding for SHIFA implementation, in close coordination with the European Union Delegation to Türkiye, as well as with the Ministry of Health (MoH) in Türkiye, which implements the infrastructure and supply components. SHIFA implementation is expected to come to an end in end-2027.

 

 

KEY RESPONSIBILITIES

 

 

  • Provide administrative and operational support to the CEB SHIFA team where required, including with regard to missions, meetings, workshops, events and other SHIFA activities. Travel to Türkiye as needed.
  • In close cooperation with the CEB SHIFA team, liaise in Turkish and English with the Turkish SHIFA counterparts and other relevant SHIFA parties on technical and other matters as needed, for example to ensure comprehensive data entry into SHIFA’s Monitoring Management and Information System (MMIS) and quality control of this data.
  • Ensure correctness of all grant information in the L&D MMIS (Persée) and its alignment to the CEB core banking system (T24) data. Provide grant data from Persée to meet SHIFA reporting / communication needs; coordinate with IT to ensure that Persée is functional.
  • Support the SHIFA Monitoring Manager with the completion of SHIFA Progress Reports (Technical and Financial) in the CEB Persée system.
  • Maintain document integrity and confidentiality in readiness for internal and external audits.
  • Provide support to ensure that grant operations-related documentation respects EU and CEB audit requirements.
  • Translate emails, documents and other materials from Turkish to English and vice-versa. Proofread and format documentation and other materials, including visibility materials, as needed.
  • Provide first review of financial (e.g. invoicing) and other data against service provision.
  • Draft or review legal documentation related to SHIFA activities.
  • Draft SHIFA presentations and meeting minutes.
  • Develop new approaches, suggest more efficient ways to handle procedures and resolve problems to ensure a high level of service. Deal with sensitive problems and propose solutions while exercising diplomacy, discretion and confidentiality.
  • Contribute to improving SHIFA workflows, guidelines and procedures. 
  • Support the monitoring and follow up on timelines and deadlines for contracting, disbursements, reporting, etc. as needed.
  • Liaise with other relevant CEB Units as necessary.

 

PROFILE

 

Academic background:

  • General secondary education diploma, preferably with a focus on translation, office management, business administration or other related fields.
  • Specialized training in development/humanitarian studies and interpretation would be an asset.

 

Professional background:

  • Three to five years of experience in a support role, programme/project coordination or office management function for an International Organisation, in particular an EU Institution and/or International Financial Institution.
  • Working experience in Türkiye for a Turkish social or refugee project would be an asset.
  • Familiarity with European Union auditing requirements.
  • Proficiency in the use of MS Office applications, including Word, PowerPoint, Outlook, etc. and online video conferencing software (Zoom, Teams, WebEx).
  • Ability to quickly learn and assimilate new tools, rules and procedures.
  • Excellent planning, organisational and multi-tasking skills, with the ability to work autonomously and focus on priorities and meeting deadlines.
  • Good problem-solving skills to find appropriate solutions to unexpected challenges.
  • Strong coordination skills and ability to work in a fast-paced environment under tight deadlines.
  • Strong communication skills (phone, email, in-person) in Turkish and English, and good ability to adapt communication and correspondence style according to protocol.
  • Strong sense of discretion and confidentiality.
  • Robust understanding of the local context in Türkiye, including with regard to Syrian refugees.
  • Developed sense of diplomacy.
  • Attention to detail.
  • Familiarity with budget monitoring systems, as well as with reporting.
  • Familiarity with accounting tools and procedures would be an advantage.
  • Experience in using Adobe Illustrator would be an advantage.

 

 

Language skills:

  • Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.
  • Native-level Turkish is a strong asset.

EMPLOYMENT CONDITIONS

 

1) Initial one-year contract (including a one-year probationary period) with the possibility of renewal.

 

 

2) Grade and salary:

  • B4-B5
  • Depending on level of experience, monthly salary range starts between € 4 981 and € 5 786, plus allowances based on eligibility, exempt of French income tax.
  • Appointment may be made at a lower grade, based on the qualifications and professional experience of the selected applicant.
  • Grades are established without any discrimination (including gender discrimination)
