JOB CONTEXT

East Africa Regional Division includes the following countries: Ethiopia, Somalia/Somaliland, Kenya, Uganda, Rwanda, South Sudan (and later in 2026 Sudan)

East Africa region faces multiple challenges: armed conflicts and insecurity, population displacement (refugees and internally displaced persons), epidemics and public health issues, food insecurity and famine, and various protection incidents. These factors exacerbate the vulnerabilities of people with disabilities and marginalized groups. 

East Africa is home to approximately 3.8 million refugees, representing 10% of the world's refugees but faces growing challenges in terms of resources and integration.  

Ongoing crises in Sudan, South Sudan, Somalia and Ethiopia are exacerbating displacement. The open reception policies of countries such as Uganda, Kenya and Ethiopia are being tested by limited resources. 

In this context, Humanity & Inclusion (HI) implements humanitarian and development actions aimed at improving access to essential services, strengthening community resilience, and promoting inclusion. HI's interventions focus on several areas: physical and functional rehabilitation, mental health and psychosocial support (MHPSS), inclusive education (and EI in emergencies), protection, food security and humanitarian mine action (including clearance, victim assistance and risk education). HI's approach is based on community participation, promoting a “do no harm” policy, and seeking to achieve a lasting impact that promotes human dignity and inclusion in humanitarian action. 

HI has around 350-400 employees in this region, with a budget of €20-25 million. 

As part of its commitment to continuous improvement, HI has embarked on a process of regionalization and decentralization of its operational governance, with the aim of bringing decision-making closer to local realities. This change is accompanied by greater pooling of resources, harmonization of practices, and increased efforts to ensure programmatic consistency across its various areas of intervention. By early 2026, the program teams will work closely and in an integrated manner within a strengthened regional space to maximize the impact, responsiveness, and relevance of actions carried out as close as possible to the populations concerned. 

YOUR MISSION:

As Regional Finance Manager you are responsible for leading the finance teams, ensuring compliance with HI’s standards and local rules in the finance field, financial strategy and operational financial management within your area of responsibility.

You actively participate in the progressive structuring of the East Africa Division in accordance with HI's organizational principles, prioritizing the development of skills within the business line.

The Finance Department in East Africa Division will be composed of 30-35 finance staff based in the different countries.

You will be the line Manager of country finance teams and will be part of the SMT (Senior Management Team) at regional level.

Your responsibilities at a regional level

1.     Management & Leadership

•       Embodies and promotes the organization’s values, leads and develops local finance teams, fosters innovation and change management

2.     Operational Implementation

•       Ensures and coordinates financial and budget management

•       Ensures and coordinates account management

•       Ensures and coordinates the financial management of institutional fundings in compliance with “donor” guidelines and contractual obligations

3.     Standards and expertise

•       Oversees the deployment and monitors compliance with all of HI’s financial policies, processes and tools

•       Directs and controls HI's compliance with the legal framework of the country or countries of intervention and monitors changes in standards and case law and in the practices of other stakeholders working in the finance field

•       Ensures the production and filing of financial documents ensuring the legality of HI's operations in the country or countries of intervention

4.     Profession facilitation

•       Monitors the dissemination, use and contribution to revisions of standards, monitoring of recommendations for the skills development of the teams

•       Fosters a team spirit and ensures the inclusion of all team members by encouraging regular contributions, especially through practice-sharing

•       Develops a pool of local talent. 

•       Provides briefings and debriefings on financial aspects for the people working within its area of responsibility. 

•       Participates in the training of peers. 

•       Participates in the recruitment and organises the induction of new team members. 

•       Ensures continuity of service within the area of responsibility of his/her team

5.     Internal control

•       Identifies risks and contributes to risk mapping within his/her area of responsibility

•       Checks compliance with HI processes and policies

•       Reinforces the rules of internal control according to the context of intervention

6.     Financial strategy

•       Contributes to the regional operational strategy within his or her scope of responsibilities

7.     Emergency management

•       Leads the emergency preparedness actions in the finance department

Requirements

  • At least 5 years’ proven experience in Finance and team management in an international context, preferably humanitarian or non-profit
  • Strong leadership skills with the ability to work with multicultural teams
  • Strategic thinking and capacity to develop financial action plans aligned with overall strategy
  • Mastery in financial management of institutional fundings and budget management

Excellent interpersonal skills with the ability to advise senior management

  • Salary from 2986€ gross/month upon experience
  • Per diem: currentlly 489€ net/month in Ethiopia / 645€ net/month in Uganda / 606 € net/month in Kenya
  • Hardship: currently 250€ net/month in Ethiopia (Addis Ababa) / None in Uganda (Kampala)/ None in Kenya (Nairobi)
  • Paid leaves: 25 days per year;
  • R&R: according to the level of the mission: currently 5 days/3 months in Ethiopia (Addis Ababa) / 11 days/year in Uganda (Kampala) / 11 days/year in Kenya (Nairobi)
