About this position

We are seeking a proactive Consultant with experience in stakeholder relations, policy dialogue, and strategic communication to support our engagement with civil society. This role involves assisting in fostering meaningful partnerships between international organizations, government entities, civil society organizations (CSOs), and other key stakeholders, including Senior Management and the Board of Executive Directors. The consultant will play a crucial role in enhancing client management and strengthening strategic dialogue through various engagement activities such as dialogue, consultation, information exchange, operational partnerships, operational support, and constructive evaluation.

You will work in the External Affairs Unit, part of the External Affairs and Communications Department. This department is responsible for managing internal and external communications, expanding the Bank’s brand, providing protocol services, and managing external outreach efforts to stakeholders including civil society and governmental entities. Reporting directly to the President, the department leads IDB Group-wide efforts to consolidate and strengthen communication and external dissemination, foster effective internal communication, establish a consistent institutional voice, manage interactions with the media, oversee external outreach and engagement, manage events production, provide protocol services, lead community relations programs, and manage arts, transformation, and culture programs.

What you'll do

  • Stakeholder Engagement & Coordination: Support strategic discussions with CSOs monitoring Bank-financed operations and coordinate with Country Representatives and project teams to address concerns.
  • Dialogue Facilitation: Assist in facilitating constructive dialogue among government clients, Bank teams, and civil society to strengthen transparency and trust.
  • Civil Society Liaison Support & Capacity Building: Advise and monitor Country Office Civil Society Liaisons, developing tools and training to foster a collaborative engagement environment.
  • Information & Knowledge Management: Help enhance civil society access to information by improving data management systems and coordination with Access to Information (SEC/ATI) teams.
  • Public Consultation Design & Optimization: Support the implementation of inclusive, tech-enabled consultation processes aligned with institutional priorities.
  • Strategic Collaboration & Policy Alignment: Contribute to consultations for country and sector strategies and promote synergies across departments on civil society engagement.
  • Regional Dialogue & Event Coordination: Assist in planning and executing regional engagement, including major events such as the Annual IDB-Civil Society Meeting.
  • Operational Support for CSO Engagement: Support design, monitoring, and reporting of civil society-related operations and ensure quality control of related documents.
  • Partnership Development & Proposal Management: Work with the Global Partnerships Department to facilitate CSO operational partnerships and support Calls for Proposals targeting civil society organizations.
  • Support to CSG Head & Front Office Operations: Provide technical, administrative, and strategic assistance including scheduling, briefing materials, coordination with stakeholders, event execution, and monitoring delivery of the Civil Society Strategy and Action Plan, including CSO mapping in Brazil & the Caribbean.

What you'll need

Education: Bachelor´s degree in Social Sciences, International Development, International Relations, Economics, Law, Business, Ecology, Biology or other fields relevant to the responsibilities of the role.

Experience: Atleast 2 years of progressive experience in Civil Society Organizations, Governments, Social Sciences, International Development, International Relations, Economics, Law, Business, or other fields relevant to the responsibilities of the role. 

Languages: Proficiency in English and Portuguese, spoken and written, is required. Additional knowledge of French and Spanish is preferable.

Type of contract and duration

•    Consultant: International consultant Full-Time, 12 months (up to 36 months)
