Background

In this context, this job description is a direct response to UNDP’s improved business model in Mozambique. It envisions an office structure adapted to the current and future needs of the country, underpinning its advisory and programmatic offer while at the same time delivering solid implementation support. It also promotes a more collaborative approach to working across the office and with external partners.
UNDP’s new organizational structure in Mozambique endeavors to strengthen UNDP´s role as a learning organization to deliver on Agenda 2030. It is designed to provide the foundation for the whole public policy life cycle with a special emphasis at sub-national level that, as an engagement strategy, is expected to allow new areas of joint work and resource mobilization.
UNDP is ideally placed in Mozambique to offer support to embark on a profound digital transformation in both its programmes and internal systems. In this context, and with the Sustainable Development Goals serving as guide, we are looking beyond the immediate horizon to continue offering cutting-edge development support capitalizing in the investment on the Accelerated Labs in UNDP Mozambique to ensure the coherence and concordance of program work with the solutions derived from the Digital Strategy.
Position Purpose
Under the supervision of the DRR and overall guidance of the RR, the Programme Analyst – Digitalization and ICT will lead the continual digital transformation of the CO’s knowledge and data products and platforms and programmes to expand the reach and impact.
In close collaboration with the programme Head of Units and the Accelerated Lab Teams, the incumbent would also drive action to leverage the fast-changing digital data, visualizations, and technology landscape by scanning the emerging trends and opportunities, building capacity, methods, and partnerships to evolve the ability to meet the demands of the future. The incumbent will help lead the evolution of the CO’s online and digital ecosystem, and online data governance and management in alignment with UNDP's Digital and data strategies, and goal of becoming a digitally- and data-enabled organization.
The incumbent works in close collaboration with ICT and Digitalization focal points in the Regional Hub, UNDP HQ, staff from other UN Agencies and national partners from the Government, civil society, and donors through multilateral and/or bilateral arrangements.
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.
Incumbent is expected to display managerial innovation, initiative, and a strong client orientation that encourages and rewards excellence in programme delivery and implementation. S/he might be required to undertake emerging tasks and additional duties as requested by senior management.
Duties and Responsibilities
1.) Provide substantive support to UNDP Mozambique’s knowledge and data management and oversee publishing of knowledge products.
- Expand the capacity and lead the development of innovative and compelling data visualizations;
- Provide technical support to major online, digital, and data projects to expand the global reach, engagement and impact of CO’s knowledge products and human development data and foster innovative solutions to accelerate achievement of goals;
- Contribute to the development of methods and digital analytics reports on the usage and impact and support evidence-based advancements;
- Perform post-project analyses, develop lessons learned and updated best practices;
- Contribute to the outreach and dissemination guidance to the CO;
- Build and structure relationships with other leading knowledge and data agencies and platforms to enable broader dissemination of knowledge products, and exchange knowledge on state-of-the-art approaches; advocate for and facilitate knowledge transfer and advance systems and methods for gathering, managing, and sharing knowledge;
- Contribute to the development and implementation of CO’s online and digital guidelines, regulations, and policies based on industry standards and best practices;
- Support the development of plans and guidance related to online data management, dissemination, and governance;
- Support the development and oversight of the implementation of CO’s online data privacy and cyber security guidelines;
- Represent CO, when delegated by management, at UNCT -wide digital change, data strategy and implementation activities, including the data governance group.
2.) Provide substantive support for CO online and digital ecosystem.
- Contribute to the development of plans, policies, procedures and annual budget requirements for digital strategy implementation;
- Prepare procurement plans, lead technical evaluation panels, oversee contracts management, and ensure cost-efficient use of resources;
- Provide support to conceptualize, develop and oversee the implementation of CO’s online and digital strategy;
- Support the establishment of priorities, guide the continual digital transformation initiatives, in synergy with the UNDP-wide digital strategy;
- Perform systems analysis, plan, allocate and identify potential resources, and leverage technologies in the evolution of the digital ecosystem;
- Develop and support effective relationships with digital industry leaders, contributing to the development and acceleration of technology-enabled solutions.
3.) Ensures the leverage of frontier data, technologies and ICT solutions for programme development activities.
- Under guidance of the DRR (Programme) and in close collaboration with the programme teams, scan the emerging trends and applications and drive action to enhance human development measurements and research methods with frontier data and technologies;
- Engage with relevant partners, experts and networks to enable the space, propose new ideas and contribute to innovative and effective solutions and practices;
- Support national partners and stakeholders in their efforts to create more inclusive and resilient digital ecosystems, ensuring they are rights-based and leave no one behind;
- Support in the building of alliances for digital data analytics and machine learning techniques and work with the programme teams to identify, analyze structured and unstructured data and interpret trends or patterns.
4.) Provide Digital support and advice to Office management.
- Provide digital support and advice to planning and management of the Office;
- Provide support in the preparation of work plans, assignments and identification of resources;
- Participate to the preparation of the integrated work plan for the office and organizational reporting;
- Provide support in the preparation of the office budget and procurement plan and manage the dedicated budget ensuring efficient and effective use of resources. Trouble-shoot and monitor network problems;
- Prepare cost recovery methodology and calculations in order to provide transparent, timely and precise cost recovery of ICT services to programme partners or other UN sister agencies. Monitor the preparation of cost recovery bills.
5.) Ensure facilitation of knowledge building and knowledge sharing in the CO.
- Identify and promote different systems and applications for optimal content management, knowledge management and sharing, and information provision;
- Organize training for the operations/projects staff on ICT issues and digital solutions for development;
- Synthesize lessons learned and best practices directly linked to ICT programme management support;
- Provide sound contributions to knowledge networks and communities of practice.

Information and Technology Strategy - Portfolio management and governance:

Required Skills and Experience
Education:
- Advanced university degree (master's degree or equivalent) in Information Systems, Information Management, Computer Science, Software Development or related field is required. Certifications in CCNP, MSCA, MSCE or MCP are an asset;
- A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience;
- Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level that includes development and implementation of ICT strategies; web design and development of web-based office applications; providing technical support for Cloud ERP environments; management and supervision of ICT services and teams; working with hardware and software platforms, and telecommunications facilities; and applying advanced knowledge of database applications, web-based and cloud infrastructure management systems;
- Experience working with user-centered designs and conducting user research and testing is required;
- Experience working in the development of Digital Solutions to national stakeholders and partners is required;
- Knowledge of ERP systems in the context of development/humanitarian programmes and data extraction tools is required;
- Experience working with multilateral and/or bilateral organizations is highly desirable.
Language Requirements:
- Fluency in the UN language of the duty station (English) is required.
- Fluency in the national language of the duty station (Portuguese) is required for local staff.
