Background:

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between all genders as partners and beneficiaries of development, human rights, humanitarian action, and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates the efforts of the United Nations System to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of national priorities and efforts, building effective partnerships with government, civil society, and other relevant actors. In Nepal, UN Women, with an overarching five-year Strategic Note (SN) 2023 – 2027, aims to support the national stakeholders in advancing gender equality and the empowerment of women in line with internationally agreed normative standards that contribute to four outcome areas of the UNSDCF 2023 – 2027.

Under the framework of the current UN Women Nepal Country Office (NCO) Strategic Note 2023-2027, UN Women in Nepal continues its work to strengthen women’s leadership and participation in national and local level decision-making processes,  empower women economically by supporting women, especially those from the most vulnerable and excluded groups[1], promote environmental sustainability, climate and disaster resilience and transform gender discriminatory social norms and end harmful practices for inclusive and transformative human development. 

As outlined in UN Women’s Private Sector Engagement Strategy (PSES 2023-2025), the only way to achieve transformational results for gender equality and women’s empowerment is with and through partners, including in the private sector. The launch of Women Empowerment Principles (WEPs) in 2010, together with UN Global Compact (UNGC), marks UN Women’s over a decade engagement with private sector. Over 9800 companies’ chief executives across the globe have signed the WEPs to date, and 62 of them are from Nepal. The independent midterm review of UN Women’s Strategic Plan 2018-2021 found out that partnerships with the private sector had some success, especially in contributing to women’s income security, decent work and economic autonomy[2]. As well, partnerships promoted gender-responsive procurement, expanded opportunities for women entrepreneurs and led to digital innovations. Further, UN Women collaborated with private sector, governments, non-government organizations and women workers to prevent and respond to violence against women and girls in specific industries. In the midterm review, the WEPs, the Unstereotype Alliance and HeForShe are identified as “good models” for encouraging business transformation through the adoption of gender-responsive practices.
 

In Nepal, the Country Office recognizes the transformative change that can be established through private sector partnership, and therefore from 2024 on, started exploring the possibilities of expanding its engagement in a strategic manner through country level Private Sector Engagement Strategy. This will be implemented through ongoing women’s economic empowerment programme supported under SN 2023-27, including Joint Programme titled Empowered Women, Prosperous Nepal.

Against this backdrop, UN Women is looking to hire a National Consultant to strengthen UN Women Private Sector Engagement under women’s economic empowerment interventions.   

2. Objectives

The primary objective of this assignment is to promote implementation of Women Empowerment Principles (WEPs) and gender responsive procurement among private sectors in Nepal, with a focus on supporting market linkages to women MSMEs.  

Scope of Work

Under the supervision of Programme Specialist, and in close coordination with WEE programme team, the National Consultant will provide technical support and strategic guidance on the country office’s private sector engagement. The detailed scope of work and responsibilities of the assignment are as follows: 

  1. Mapping and Engagement of Private Sector Partners: 
  • Identify and map potential private sector actors (local/national companies, cooperatives, business associations, buyers, and anchor firms) at the national level and provincial level.
  • Engage with Provincial Consultant on Business Development and Private Sector Engagement to identify and map potential private sector actors at provincial level. 
  • Engage with businesses and industry associations, in particular from select sectors such as agriculture, handicraft, Care and tourism/hospitality sectors to promote WEPs adoption at national and provincial level.
  • Hold meetings with relevant actors to identify opportunities for private sector engagement for advancing gender equality in Nepal
  • Develop a brief on business case and opportunities for private sector to engage with women-led MSMEs for market linkages.
  • Provide support to update and finalize Private Sector Engagement Strategy based to adapt in the evolving context and facilitate implementation.
  1. Provide technical support to advance WEPs implementation in the country: 
  • Provide support to identify relevant WEPs tool to engage with private sector, particularly WEPs signatories, adapt/customize in the context of Nepal and translate in Nepali as required.
  • Design and organize orientation and capacity development sessions on WEPs to potential WEPs signatories
  • Provide technical and follow up support to WEPs signatories to implement gender gap assessment findings 
  • Capacity development support and technical advisory to Provincial Consultant on Business Development and Private Sector Engagement to expand and onboard WEPs signatories in provincial level. 
  • Develop the capacity of Provincial consultant/Provincial Coordinators on WEPs tools and resources packages 
  1. Convene WEPs platform for WEPs signatories and private sector actors to promote implementation of WEPs principles.
  • Design and organise WEPs platform on a quarterly basis to convene WEPs signatories and potential private sector, with clear terms of reference and key milestones.
  • Technical and coordination support to organize peer learning and knowledge exchange on WEPs implementation
  • Create thematic learning clusters such as GRP, women in leadership, safe workplaces, care economy etc.).
  • Convene joint advocacy campaigns (e.g., International Women’s Day, 16 Days of Activism, Equal Pay Day, International Day of Care and Support) to highlight business champions for gender equality.
  • Promote accountability and reporting on WEPs progress.
  • Expand and strengthen the network of WEPs signatories.
  1. Promote Gender-Responsive Procurement (GRP)
  • Develop or adapt simple GRP orientation packages, tools, checklists, and templates for use by federal, provincial stakeholders and businesses, including local governments.
  • Conduct orientation and sensitization sessions for companies, chambers, and cooperatives on GRP and inclusive sourcing.
  • Promote inclusive supply chains by connecting WEPs companies with women-owned and gender-responsive enterprises.
  • Identify opportunities to pilot GRP models and share case studies among WEPs signatories.
  1. Support organization of the Ring the Bell event: 
  • Support conceptualization of the Ring the Bell event in 2026; together with the WEPs Platform. 
  • Support organization of the Ring the Bell event and post event follow up support. 

Deliverable 

  • Analytical report on private sector landscape with list of national, international companies and foundations that can be collaborated at national and provincial level. 
  • Evidence of relevant WEPs tool identified/adapted, translated, disseminated in Nepali.
  • WEPs platform set up and operationalized with clear terms of reference including WEPs signatories’ expansion plan and progress report
  • Evidence of facilitating multi-stakeholders’ dialogues/peer learning workshop such as the agenda, list of participants, presentations, trainer and thematic reports of the events.
  • A list of private sectors identified and WEPs signatories signed. 
  • A summary report of GRP sessions/advocacy events designed and delivered, including GRP orientation packages, tools, checklists, and templates for use by provincial stakeholders and businesses, including local governments.
  • Evidence of technical review and quality assurance of knowledge products, audio/visual materials on WEPs/private sector engagement including the drafts and final products.

  • Proven expertise in private sector partnership building, CSR/ESG initiative and/or gender responsive procurement.
  • Strong understanding of local market systems, SME development, and inclusive value chains.
  • Familiarity with the Women’s Empowerment Principles (WEPs) and gender equality frameworks would be an added value.
  • Demonstrated ability to work collaboratively and effectively with diverse stakeholders, including government agencies, private sector actors, civil society organizations, local service providers and development partners.
  • Experience working with the UN system is a considerable asset.
