Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. 

In Tajikistan, UN Women plays a leading role in supporting national efforts to prevent and respond to gender-based violence, including domestic violence. In alignment with its global mandate and the national priorities of the Republic of Tajikistan, UN Women has been actively engaged in strengthening institutional frameworks, enhancing multi-sectoral coordination, and promoting evidence-based policy development.

In 2024, the Government of Tajikistan adopted the State Program for the Prevention of Domestic Violence for 2025–2030, which outlines strategic actions to address the root causes of domestic violence, improve protection and support services for survivors, and promote behavioral change among communities. Effective monitoring and evaluation (M&E) of the implementation of this program is critical to ensure accountability, measure progress, and inform future interventions.

To support this effort, UN Women will assist the Committee on Women and Family Affairs under the Government of RT in developing and operationalizing a robust M&E framework for the State Program. This support will include identifying clear and measurable key performance indicators, establishing data collection mechanisms, and facilitating capacity building among implementing partners. The expert will contribute to strengthening national systems for tracking progress and ensuring that interventions are evidence-based, responsive to the needs of survivors and aligned with international standards, including CEDAW, the Beijing Platform for Action, and the Sustainable Development Goals (SDGs).

In this regards, UN Women intends to engage a highly qualified National expert on monitoring and evaluation (M&E) of the implementation to support the implementation of the State Program for the Prevention of Domestic Violence in the Republic of Tajikistan for 2025–203. The consultant will ensure independent monitoring of the implementation of the State Program, working closely with government institutions, international organizations and non-government organizations addressing domestic violence to strengthen coordination, accountability, and evidence-based implementation. 

The Consultant will be reporting to the Country Programme Manager/Head of the UN Women Programme Office (UN Women PO) and will be supported administratively by the Finance and Administrative Assistant, who will serve as the primary point of contact on the contract and payment issues. While working remotely, it is expected that the Consultant will closely collaborate with the Committee on Women and Family Affairs under the Government of RT (CWFA), to ensure timely coordination as well as to discuss developments that might require input. S/He will also work with other PO staff members to ensure coherence and provide technical support as and when needed.

 

Description of Responsibilities/ Scope of Work

Under the supervision of the UN Women Country Programme Manager and in close coordination with the Committee on Women and Family Affairs under the Government of RT, the National Consultant will provide technical support to the CWFA in ensuring independent monitoring of the implementation of the State Program on the Prevention of Domestic Violence in the Republic of Tajikistan for 2025–2030, including assessment of achieved results, effectiveness, and impact of the program's activities.

The assignment includes the following tasks, but not limited to: 

  • Review the strategic goals, objectives, expected results, and indicators of the State Program on Prevention of Domestic Violence (2025-2030).
  • Prepare a detailed implementation plan for monitoring activities, specifying timeframes, levels of responsibility, control instruments, data sources, and collection methods.
  • Collect and analyze qualitative and quantitative data on the progress of program implementation, including activities carried out by government agencies, partners, and NGOs.
  • Validate collected data through consultations to ensure reliability and accuracy.
  • Evaluate the extent to which program implementation aligns with the stated goals, objectives, and expected results.
  • Identify successes, shortcomings, risks, and gaps in the implementation process.
  • Develop an analytical report presenting findings, conclusions, and practical recommendations for improving implementation.
  • Propose enhancements to the program’s monitoring system and coordination mechanisms to strengthen overall effectiveness.
  • Conduct a presentation of the results and recommendations of the monitoring framework for key stakeholders, including ministries, international organizations, NGOs, and other partners.
  • Integrate feedback from UN Women and partners and submit the final report and supporting materials, if any.

Required qualification

Education:

  • Advanced university degree (Master’s or equivalent) in social sciences, public policy, gender studies, statistics, development studies, or a related field.

Experience:

  • At least 5 years of relevant experience on gender equality and gender mainstreaming in development programmes and projects at national level.
  • Work experience, at least 3 years, as part of the government working groups to develop national strategies, programs and/or action plans to promote gender equality;
  • Good knowledge of the legislative acts and regulations of the Republic of Tajikistan for the development of strategic instruments and mechanisms
  • Strong analytical and research skills, including data collection and analysis (qualitative and quantitative). Strong report writing skills.
  • Previous experience working with government institutions, civil society organizations, and international development partners, UN agencies is required.

Languages:

  • Fluency in Tajik and Russian languages; working knowledge of English is an asset.
