Middle East Economic Recovery and Livelihoods Coordinator* 

in Amman 

The position is to be filled as of January 1, 2026, with an initial contract duration of 9 Months. There are good prospects for an extension. Employment location will be Amman, Jordan (JO) with with regular travel to the field locations in the Occupied Palestinian Territories (OPT), Syria, Yemen, Iraq, and Lebanon. 

WHH is establishing a regional hub in Amman to support its operations in West Asian countries, including Occupied Palestinian Territories, Jordan, Yemen, Iraq and potentially other countries in the region. As the ME Economic Recovery and Livelihoods Coordinator, your main tasks include to define strategic directions at country and regional levels, provide technical guidance to the programme teams, and ensure the quality, coherence, representation and impact of WHH’s economic recovery and livelihoods programming across the region, with a particular focus on promoting sustainable income generation, market systems development, and resilience-building for crisis affected communities. 

Your responsibilities

Strategy & Planning

  • Lead the development and implementation of WHH’s Economic Recovery and Livelihoods (ERL) strategies at country and regional levels, aligned with WHH’s global vision.
  • Regularly review contexts and adapt strategies and programming accordingly.
  • Ensure all ERL projects align with country strategies, global approaches, and cluster recommendations, suggesting improvements where needed.
  • Review and refine sectoral tools, guidelines, and processes, and document lessons learned in coordination with HQ and program teams.

Needs Assessments

  • Collaborate with WHH’s global technical team to design and implement context-appropriate needs and systems assessments.
  • Support market mapping, assessments, and referrals across humanitarian and recovery programs to strengthen nexus programming.
  • Identify capacity-building needs for ERL staff and partners, and support their technical development.
  • Conduct regular field visits to assess quality, meet stakeholders, and identify improvements.

Technical Assistance

  • Provide technical guidance on market systems development, sustainable livelihoods, value chains, access to finance, CVA, and employability (especially for youth and women).
  • Support design, implementation, monitoring, and adaptation of ERL projects and develop or review SOPs and guidelines.
  • Advise on ERL indicators with MEAL, review project proposals, and ensure compliance with WHH and donor standards.
  • Deliver or facilitate relevant trainings and ensure consistent use of WHH ERL tools and standards.

Portfolio Development & Representation

  • Promote evidence-based programming and expansion of ERL interventions into new areas.
  • Support country teams in positioning with donors, contributing to concept notes and project proposals.
  • Represent WHH in technical networks, clusters, and learning platforms; foster internal learning and cross-country exchange.
  • Work with MEAL to conduct learning reviews and assess the impact of ERL interventions.

Planning, Reporting & Information Sharing

  • Report to the Head of Programmes and HQ on progress, achievements, and priorities.
  • Keep program teams and partners informed of key ERL developments.
  • Contribute to regular program review meetings on progress, quality, and challenges.

Your profile

  • Professional / formal qualification and degree in humanitarian action, economy, food security or related field (technical college degree, Bacher’s degree or higher)
  • At least 2 years of experience in working at a technical advisor level in an INGO,
  • At least 2 years of experience in working with INGO in programs related to food security and livelihoods, market system development or economic recovery
  • Advanced knowledge of Microsoft Office
  • You recognize the growing value of data in your field and strive to make evidence-based decisions
  • Excellent inter-personal, communication, advisory and facilitation skills
  • Experience in MENA region would be an asset
  • Excellent spoken and written English, knowledge of Arabic would be an asset
  • Willingness and ability to travel to OPT, Syria, Yemen, Iraq and Lebanon (Ideally not blacklisted or barred from entering to any of the countries)
