The Position:

The humanitarian and protection situation in Haiti continues to deteriorate as gang
violence intensifies. Since November 11, 2024, violence in the Metropolitan Area of
Port-au-Prince (ZMPAP) has sharply increased, with widespread attacks on
communities, police forces, and public infrastructure such as hospitals, schools, and
government offices. This has triggered new waves of displacement, particularly in
the Ouest, Centre, and Artibonite departments, which remain the most affected.
By October 2025, more than 1.2 million people had been displaced across the
country, and reports of gender-based violence (GBV) have risen significantly. The
2025 Humanitarian Response Plan estimates that 6 million people will need
assistance, including 1.5 million requiring GBV-related support—97% of whom are
women and girls. Of these, 44% are in the Ouest department and 6% in the Sud.
The main risk factors include gang incursions, forced displacement, and food
insecurity. The large-scale migration from Port-au-Prince to the South has further
increased GBV risks, putting additional strain on already limited protection services.
Despite restricted humanitarian access, the United Nations Population Fund
(UNFPA) and its partners continue to provide essential GBV prevention and
response, as well as sexual and reproductive health (SRH) services. These include
strengthening health facilities, deploying integrated mobile clinics, establishing safe
spaces for women and girls, providing cash assistance, conducting training and
awareness activities, and coordinating GBV-focused interventions.
The GBV Sub-Cluster, co-led by UNFPA and the Ministry for the Status of Women
and Women’s Rights (MCFDF), ensures a coordinated, multisectoral approach to
GBV prevention and response. In addition, under the leadership of the Ministry of
Public Health and Population (MSPP), the Minimum Initial Service Package (MISP)
Working Group on SRH has been operational since July 2025.

Within this framework, and following the launch of its emergency program in 2022 in
Port-au-Prince and the Artibonite department, UNFPA is recruiting a Programme
Specialist in GBV to coordinate and ensure the effective implementation and quality
of activities under this program in the target areas.

The incumbent
will report to the Humanitarian Coordinator and work closely with the GBV Sub-
Cluster Coordinator, the Humanitarian Coordinator, the Information Management
Specialist, the Sexual and Reproductive Health Officer, and the Finance team.

Job Purpose:

The Programme Specialist in GBV will be responsible for implementing the program
in the Metropolitan Area of Port-au-Prince and ensuring its quality.

You would be responsible for:

A. Technical Advice:
● Provide technical and managerial leadership for the GBV program in line with
UNFPA best practices and policies.
● Ensure ethical data collection and information management systems are in
place to support GBV analysis, planning, evaluation, and advocacy.

● Maintain regular communication with the Humanitarian Coordinator to
integrate the technical and strategic priorities of the humanitarian unit into
program implementation.
B. Staff Supervision and Development:
● Maintain open and professional relationships within the team, promote
teamwork, and provide supervision and guidance to help staff successfully
carry out their responsibilities.
● Ensure training and capacity-building opportunities for staff on technical GBV
prevention and response, including case management and emergency GBV
programming.
● Directly supervise program managers and regularly review their performance.
● Communicate regularly with the Humanitarian Coordinator to provide updates
on staff needs, challenges, and program activities.
C. Planning and Grant Implementation:
● Oversee the overall implementation of all program activities in the field.
● Support program implementation and ensure compliance with work plans,
budgets, and monitoring and evaluation requirements of grants.
● Work closely with Operations and Finance departments to ensure grant
compliance.
● Submit consolidated work plans regularly to the Humanitarian Coordinator for
validation and integration into the UNFPA office’s overall plan.
D. Monitoring and Reporting:
● Support effective monitoring, quality assurance, and reporting systems and
processes.
● Ensure high-quality reporting on activities, indicators, and achievements.
● In coordination with the PM&E Officer, assess program indicators to ensure
they meet program and donor requirements and that collected data are
appropriate.
● Contribute to the humanitarian unit’s monthly report by sharing achievements,
gaps, and planned actions.
● Work closely with the PM&E Officer and Information Management Specialist.
● Contribute to the development of fact sheets and SitReps on project activities.
● Coordinate GBV needs assessments with teams and implementing partners;
ensure analyses are conducted and reports shared to address identified gaps.
E. Coordination and Representation:
● Regularly participate in GBV Sub-Cluster meetings at various levels to ensure
program needs and priorities are considered.
● Ensure field concerns and challenges are communicated to the Humanitarian
Coordinator to support the implementation and coordination of GBV standards
and procedures in the field.

F. Program Development:
● Lead the development of the national GBV program strategy.
● Contribute to the development and monitoring of the 2023 humanitarian
response plan in collaboration with the Humanitarian Coordinator.
● Participate in developing new proposals (narratives and budgets) through
planning with supervised staff to ensure technical aspects are addressed
before submission.
● Coordinate with other UNFPA sectors to provide relevant contributions and
support improvements for women and girls affected by GBV.
Perform any other tasks as requested by management or supervisor.

 

Qualifications and Experience: 

Education:  


Master's degree in Public Health, Social Sciences, Humanities, or a related field.

Knowledge and Experience: 

● At least 5 years of experience, including experience in GBV programming in
humanitarian emergency or development settings.
● At least 2 years of direct service experience supporting GBV survivors.
● Practical experience in GBV, mental health, and psychosocial support
programs; training in GBVIE and/or MISP/SRH is an asset.
● Proven experience in technical training, capacity building, and mentoring of
staff and implementing partner organizations.
● Experience in supervising and managing multidisciplinary teams in a
multicultural context.
● Demonstrated experience in grant management and proposal writing.
● Proven experience in starting up new programs is preferred.
● Excellent computer skills: MS Word, Excel, PowerPoint.
● Strong skills in program, human resources, and budget management,
including planning and reporting for multiple grants and countries.
● Strong written and verbal communication skills, effective advocacy,
representation, and liaison with internal and external stakeholders.
● Strong skills in program, technical, and budget management, planning,
reporting, monitoring, and evaluation.

Languages: 

Fluency in written and spoken French, Haitian Creole and English is required.
Working knowledge of another UN language, preferably Spanish, will be an
advantage.
