Further Improvement of Public Service Delivery in Uzbekistan" is a joint project conducted by the Ministry of Justice of the Republic of Uzbekistan and the United Nations Development Programme (UNDP) funded by the European Union. The overall goal of the project to improve the quality of life of vulnerable sectors of the population in rural areas – such as women, youth and children, the elderly and people with disabilities – by supporting further advancement of the public services reform in Uzbekistan to transition to a more holistic, operational, efficient, coherent, and people-centred service delivery model. Equally, the project aims to strengthen citizen participation in the decision-making processes at the local level and increase their access to information, effectively increasing the transparency of the local governance system.
The project aims to enhance the technical, organisational, and institutional capacities of government agencies, PSCs and local governance institutions for improved public service delivery. This is achieved by increasing the accessibility of the public services, integrating advanced technologies and practices through digitalization, decentralising the access as well as by enabling the necessary mechanisms to support these changes and ensure their sustainability.
The project’s interventions will focus both on the country as a whole (systemic reforms) and the selected remote pilot districts for more targeted results. This will be done through improving policies, enhancing capacity, digital transformation and streamlining the functions of (1) government bodies processing requests from citizens and businesses in back-offices (BOs), (2) Public Services Centres (PSCs) acting as one-stop shops for public services, (3) Ministry of Justice responsible for the unified state policy in public service delivery, and (4) Councils of People’s Deputies (Kengashes) and other local administrative bodies in charge of local governance. The project is expected to improve the quality of life of the rural population – particularly of women, youth and children, elderly, and people with disabilities – by increasing their access to affordable, convenient and high-quality public services, with a focus on remote, self-service online public services as well as by expanding the citizens’ participation in decision making at the local level.
The Driver will be contributing to the achievement of the project outputs through the organization of the transportation aspects of the project activities.
Duties and Responsibilities

Provide reliable and secure driving services using project vehicle
•Drive project vehicles for the transport of authorized personnel, including international experts, and delivery and collection of mail, documents and other items within Samarkand and other pilot regions when required.
•Always drive safely and responsibly.
•Assist the project in delivery of official correspondence to the regional departments of Ministries, with logistics, including customs clearance, visit airport and warehouse in this regard
•Meet official personnel at the airport and facilitates, immigration and custom formalities as required.
•Responsible for the day-to-day maintenance of the assigned vehicle, checks oil, water, battery, brakes, tires, electrolyte levels etc
•Log official trips, daily mileage, gas consumption, oil changes, greasing, etc. and report to PM monthly. - Ensure cost-saving through proper use and day-to-day maintenance of the assigned office vehicle.
•Perform minor repairs which does not require special tools; ensures that the vehicle is kept clean;
•In the beginning of each month (first week) the Driver will be asked for providing brief report about technical condition of the vehicle and planned expenses for the month to ensure timely and quality maintenance of the vehicle. -
Take all immediate actions required by rules, regulations, and laws in case of involvement in accidents.
•Ensure that all necessary action is taken in timely manner in case of involvement in accidents and traffic rules violations in accordance with UNDP rules and regulations and full respect of local laws; -
Perform other duties within incumbent’s functional profile as assigned and deemed necessary for the efficient functioning of the office and Organization.
•Additional duties may include assisting with pouch, procurement, workshops, and other administrative tasks.
Institutional Arrangement
Under the direct supervision of the Project Manager, Driver will provide effective transportation services at the central level in timely and secure manner following UNDP corporate rules and procedures.

Secondary education is required. A valid driving license is required (category B)
Experience:
Minimum 2 years (with secondary education) of work experience as a driver with a safe driving record.
Required skills:
- Proven track record of good knowledge of driving rules and regulations and skills in minor vehicle repair.
- Experience in the basic use of computers and relevant office software packages (MS Word, Excel, etc.) and ability to use web-based management and electronic log, file and/or scheduling systems
Desired additional skills and competencies:
- Previous work for an international organization and companies would be considered an advantage
- Proven experience in client orientation
- Experience of working in a team
- Experience in vehicle maintenance
Required Language(s) (at working level):
- Fluency in Uzbek and Russian is required.
- Knowledge of English is advantage.
Travel:
- Official travel expected in project target regions of Uzbekistan with performing the functions of Driver
