In line with this mission, NORCAP is partnering with the African Union (AU) to support its work in promoting constitutionalism and the rule of law across the continent. The AU’s Constitutionalism and Rule of Law Unit, located within the Governance and Conflict Prevention Directorate of the Political Affairs, Peace and Security Department, plays a vital role in fostering inclusive governance, legal reform, and democratic principles in Member States. This unit works closely with ministries of justice, parliamentarians, civil society, and traditional justice mechanisms to advance respect for the rule of law and constitutional integrity.
To strengthen this important work, we are seeking an Expert in Constitutionalism and Rule of Law to be based in Addis Ababa, Ethiopia, reporting to the Senior Political Officer. The assignment is for one year, with the possibility of renewal.
As the Expert, Constitutionalism and Rule of Law, you will take on the following responsibilities:
- Support AU constitutional assistance programmes, particularly in countries undergoing transitions or constitutional amendments
- Promote the integration of rule of law principles across AU initiatives
- Contribute to the development and implementation of the AU Early Warning Response Mechanism
- Assist in drafting and validating AU guidelines on constitutional amendments
- Facilitate capacity-building sessions for rule of law stakeholders across Africa
- Support the implementation of the AU strategy on the African Charter on Democracy, Elections and Governance
- Provide technical input to regional and continental consultations and policy recommendations
- Carry out other duties as assigned by the supervisor
Kindly note that this role is with the African Union and is therefore restricted to valid passport-holding nationals of AU member states.
Qualifications and Experience
To excel in this role, candidates should possess the following qualifications and skills:
- Master’s degree in Peace & Security Studies, International Studies, Political Science, Law, Public Policy, or related fields, with at least 5 years of relevant experience (or a Bachelor’s degree with 7 years of experience)
- Proven experience in constitutional reform, legal frameworks, or governance within international organisations
- Familiarity with AU mechanisms, including the Early Warning Response System and shared values instruments
- Strong analytical and project management skills
- Excellent communication and interpersonal abilities
