The Position:
The Head of Office is located in the sub-office in Hpa- An, Kayin State and reports to the Deputy Representative. H/she will work in close collaboration with local and regional authorities, non-state actors, humanitarian and development agencies (UN, NGOs and INGOs) and civil society organizations to provide GBV coordination as appropriate and will be responsible for the overall management of the sub-office.

Job Purpose:
UNFPA’s Fourth Country Programme Document (2018-2022) for Myanmar was approved by the Executive Board in September 2017 and extended up to the end of 2026. The Programme focuses on three key areas of intervention 1) sexual and reproductive health and rights, 2) gender equality and women’s empowerment, and 3) population dynamics. The proposed Country Programme is aligned with the UNFPA’s Strategic Plan (2022-2025) and the United Nations Transitional Cooperation Framework (2024-2025). Youth and adolescents, as well as gender equality and related human rights, are mainstreamed throughout the programme. UNFPA has partnerships with civil society organizations, UN agencies, INGOs and local NGOs, foundations and research institutions. UNFPA has a presence in a number of priority states/regions, integrating development, peacebuilding and humanitarian spectrums.
Under overall guidance and direct supervision of the UNFPA Deputy Representative, the Head of Field Office will be responsible for providing leadership and day-to-day management of the UNFPA Field Office in Hpa-An. The incumbent provides technical, operational and coordination support to UNFPA's new integrated RH/GBV programme in the Southeast States. The Head of Office/Programme Analyst (RH/GBV) will work in close collaboration with local, regional authorities, non-state actors, humanitarian and development agencies (UN, NGOs and INGOs) and civil society organizations to provide GBV coordination as appropriate
You would be responsible for:
1. Programme Planning, Coordination, and Implementation
● Analyze the socio-economic, political, humanitarian, and development situation in Kayin State to identify opportunities for UNFPA programming and partnerships.
● Provide guidance and manage overall programme development and implementation, including planning, budgeting, monitoring, and humanitarian supply chain management.
● Assist in the effective coordination and coherence of programmes and projects, monitoring consistency with established UN frameworks (e.g., HNRP, CPD/Transitional Cooperation Framework). Contribute to the analysis and documentation required for identifying potential joint programming opportunities.
● Support capacity building of national counterparts and partners by identifying needs and facilitating training/learning sessions.
● Contribute to the analysis and incorporation of ICPD issues into emergency preparedness, response, and recovery approaches within national and UN strategic planning documents.
2. Field Office Management
● Ensure the smooth day-to-day management of the Hpa-an Field Office, fostering teamwork and results-conducive environment.
● Support the effective management of financial and other resources attributed to the Field Office by performing quality assurance reviews of documentation and transactions
● Formulate and propose specific, evidence-based recommendations for efficiency gains and targeted cost reductions in Mandalay that are scalable and align with corporate policy.
● Analyze and synthesize regular reports on office performance and program achievements, identifying trends, risks, and opportunities to inform evidence-based decision-making by senior management and optimize resource allocation in alignment with the Country Programme.
● In collaboration with relevant Country Office teams, ensure security needs of the office and projects are met, enforcing security
3. Representation, Coordination, and Partnership Building
● Represent UNFPA with the UN Local Team, donors, and other partners at the state/region/local levels, especially within humanitarian coordination mechanisms.
● Offer coordination assistance to UN Agencies and partners by supporting local consultation/coordination mechanisms (e.g cluster approach).
● Contribute to interagency initiatives within the assigned geographic area.
● Conduct mapping of stakeholders and health service facilities relevant for GBV and RH response and prevention and establish inter-agency GBV and RH technical working groups.
● Liaise with GBV staff and gender advisors in other agencies for coherent GBV programme intervention and coordinate with health and non-health professionals to support integration with reproductive health services.
● Help identify new partnerships and strengthen existing ones at the Field Office level Support resource mobilization through information sharing and partner coordination.
● Provide logistical support for Country Office donor visits in the assigned geographic area.
4. Communication and Advocacy
● Maximize communication within the Field Office and ensure consistent communication with all stakeholders (development partners, donors, civil society, UN agencies, and Government agencies).
● Ensure effective internal communication and coordination between the Field Office and relevant Country Office units.
● Monitor the perception of UNFPA at the local level and suggest media activities to strategically position UNFPA as a partner for sustainable development.
● Enhance local visibility for UNFPA's humanitarian and development effectiveness, particularly with donors and/or development partners.
● In collaboration with Humanitarian and Communication teams, lead the development of advocacy and communication materials, including human interest stories, press releases, and other advocacy materials on humanitarian/emergency-related work.
Qualifications and Experience:
Education:
Advanced university degree in medical science, public health, social work, or other related social sciences
Knowledge and Experience:
● A minimum of 2 years of increasingly responsible relevant professional experience
● Strong commitment to the mandate of the UN and UNFPA in Myanmar
● Field experiences addressing/integrating gender, and/or reproductive health issues in emergency and post conflict contexts
● Knowledge of gender issues in development, particularly GBV and/or RH, including relevant international human rights standards; and operational and advocacy experience implementing UNSC resolutions on Women Peace and Security (1325, 1820, 1888, 1889 and 1960)
● Knowledge of sexual and reproductive health, HIV and protection issues in humanitarian and post-conflict recovery settings
● Experience in utilizing the following international tools: GBV Standard Operating Procedures; GBV Information Management System; IASC Guidelines for Integrating GBV Interventions in Humanitarian Settings; IASC Gender in Humanitarian Action Handbook; GBV Coordination Handbook; and WHO Ethical and Safety Recommendations for
● Researching Gender-based Violence in Emergencies
● Excellent computer literacy (windows environment, MS office applications including Word, Excel and Power-point and Internet skills)
● Experience and capacity in development and delivery of GBV training components to government, NGO, and community level participants
● Knowledge of and experience working in Kayin State as asset
Languages:
- Fluency in oral and written English and Myanmar is essential with ability to write clearly and concisely and to compose correspondence and documents in both languages
- Ability to communicate in Karen and other local languages spoken in the Southeast desirable.
