Mission and objectives

UNDP’s Programme of Assistance to the Palestinian People (PAPP) derives its mandate from the United Nations General Assembly Resolution 33/147 of 20 December 1978. Called upon by United Nations Member States in that year, UNDP was requested “to improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that end”. UNDP/PAPP is a responsive development agency that works together with the Palestinian people to fulfil their aspiration for sustainable human development based on self-determination, equality and freedom.

Context

UNDP/PAPP places empowerment, resilience and sustainability at the center of its operation and focuses on three priority areas: the Gaza Strip, East Jerusalem and Area C of the West Bank, where the needs are the greatest. UNDP/PAPP is active in three thematic areas: governance and basic services; inclusive economic development; and management of natural resources. All these focus areas fall under the broader umbrella of transformative resilience which is centered around three concepts: ownership and leadership, self-reliance and cohesive identity.

UNDP/PAPP is seeking a candidate to fill the position of Administrative and Logistics Clerk based in Jerusalem, to support the Access Coordination Team. The incumbent will primarily support the work of the team under the guidance of the Access Coordination Assistant.

Task description

Under the guidance of the Access Coordination Assistant , the UN Volunteer will undertake the following tasks:

A. Administrative and logistical support to the portfolio by effective support to the Access and Logistic Office Team to ensure the efficient and effective functioning of administrative and logistical aspects of the work, including, but not limited to:

• Support in uploading for the various platforms (e.g. 2720) the request for approval for materials
• Provide administrative support in preparation of proposal packages.
• Provide support, by utilizing all necessary tools and communication methods, to ensure the effective entry of coordinated materials into Gaza.
• Provide support in logistics services
• Provide support in updating assets and inventory data using available tools including the electronic asset system to track and adjust assets as needed.
• Provide support to the Procurement Unit by support in raising requisitions, creating receipts, and providing other services.
• Support in maintaining the internal filing and archiving system
• Perform any other duties as required by the supervisor, within the framework of the profile of this post.

B. Support the day-to-day access and logistic activities:

• Provide support to the Access Coordination and Logistic Officer in preparing customs exemption requests to the Israeli customs department: ensure that all necessary documents are in place and that the imported materials comply with UNDP rules and regulations. Each tax exemption request involves different cases, some of which require multiple approvals.
• Provide support to the Access Coordination and Logistic Officer in preparation and submission of official UNDP and private vehicle registrations for international staff members and other UN agencies operating under the UNDP umbrella.
• Provide support for releasing shipments and diplomatic pouches from Israeli and Palestinian customs.
• Provide support in compiling all required documents for 2720/COGAT applications and obtain approvals for the benefit of UNDP and its affiliated agencies.
• Provide support in preparing necessary documents for obtaining the required approvals for official registrations of UNDP official and private vehicles for international staff members, along with other UN agencies operating under the UNDP umbrella.

C. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
