JOB TITLE: Team Lead, Integrated Risk Management

This role will lead WFP Cambodia’s portfolio in disaster risk management, shock-responsive social protection, and disaster risk financing, ensuring strategic alignment with national priorities and global initiatives such as Early Warnings for All (EW4All). The incumbent will provide high-level technical assistance to government counterparts, manage cross-functional teams, and drive innovation in climate resilience, emergency preparedness and related workstreams.
BACKGROUND AND PURPOSE OF THE ASSIGNMENT
Assisting 86.7 million people in around 83 countries each year, the World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience.
WFP has been operationally present in Cambodia for over four decades and is working under the Country Strategic Plan (CSP) 2024-28. The CSP aims to complement and contribute to the Government’s efforts to achieve zero hunger through supporting social protection, climate and disaster risk management, and food security and nutrition.
WFP is fully aware of the impact that the climate emergency is currently having in achieving Zero Hunger by 2030 (SDG 2). Cambodia is ranked as the eighth most vulnerable country to disasters. Floods and droughts frequently threaten the food system and will increase in frequency and intensity in the future. It is estimated that climate change could cause Cambodia’s GDP to be 2.5 percent lower by 2030. Climate change has been highlighted as a key factor in the changing vulnerability dynamics in Cambodia.
In the current CSP, integrated risk management is a key pillar for WFP’s engagement in Cambodia to strengthen the resilience of communities to shocks and stresses and to ensure food and nutrition security. WFP’s Cambodia Country Office already engages in a number of activities linked to disaster risk management and emergency preparedness, supporting both the Royal Government of Cambodia at the institutional and community levels. One key component linked to disaster risk management is leveraging the social protection system, data and processes in the event of a shock, i.e., shock-responsive social protection. WFP has led development partner support to the Government to develop the key policy document (Shock-Responsive Social Protection Framework) as well as operational documents. Another related area of work is to identify systematic financing sources to respond to disasters, and to ensure appropriate risk layering for disaster financing.
The Country Office seeks a Team Leader to oversee the disaster risk management (DRM), shock-responsive social protection (SRSP) and disaster risk financing (DRF) portfolios, to lead the strategic direction and technical oversight of these related workstreams, lead resource mobilization and partnerships, design approaches for emerging areas of work including anticipatory action (AA), and provide capacity strengthening both within WFP and externally.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the direct supervision of the Head of Programme, the Team Lead for Integrated Risk Management will undertake the following tasks:
Management of Team
Deliver measurable improvements for the DRM, SRSP and DRF portfolios / teams to design and implement relevant activities, including early warning systems / Early Warnings for All (EW4All), SRSP operationalization, DRF support to government, disaster risk reduction, emergency preparedness/response, and humanitarian coordination;
Supervise, guide and coach staff including providing training to transfer knowledge about DRM, SRSP and DRF with WFP country office and field staff;
Brief country office management team on progress, plans and challenges on a pro-active and regular basis;
Ensure cross-functional collaboration with other country office teams, including the research, monitoring and assessments (RAM) team;
Strategic and Technical Leadership
Drive the formulation of WFP’s portfolio of work in DRM, SRSP and DRF, clearly demonstrating a coherent value proposition linked to its food and nutrition security mandate;
Lead WFP’s support to government agencies such as the National Committee for Disaster Management (NCDM), Ministry of Water Resources and Meterology (MoWRAM), General Secretariat for the National Social Protection Council (GS-NSPC), Ministry of Post and Telecommunications (MPTC) and others with implementation of the EW4All Roadmap, National Action Plan on Disaster Risk Reduction (NAP-DRR, 2024-2028) and other policies and strategies;
Strengthen WFP’s strategic coordination role in EW4All, ensuring alignment across internal workstreams and external partners, including NCDM, MoWRAM, and global pillar leads (UNDRR, WMO, IFRC, ITU).
Ensure the design and roll-out of innovative and emerging approaches in DRM, SRSP and DRF, including anticipatory action/forecast-based financing, conceptualizing WFP’s value proposition in weather observation, and others, as required;
Spearhead the expansion of WFP Cambodia’s emerging DRF workstream, including conceptualizing the strategic direction (together with relevant government counterparts), raising resources and ensuring high-quality support to government priorities;
Ensure integration of data analytics and forecasting, early warning and monitoring systems and products in the DRM, SRSP and DRF portfolios;
Raise awareness and facilitate policy advocacy to advance the Anticipatory Action and impact-based forecasting agenda in Cambodia.
Provide policy briefs, talking points, best practices, and other relevant documentation;
Partnerships and Resource Mobilization
Develop strategic partnerships and ensure collaboration with key stakeholders across government institutions, UN agencies, civil society/NGOs and private sector;
In coordination with relevant units, lead the identification and creation of resource mobilization opportunities including the development of concept notes and funding proposals; this includes leveraging WFP’s in-country operational presence and long-standing relationships across different government agencies to mobilize public support for climate financing opportunities;
Develop financing strategies for the DRM/SRSP/DRF portfolio, including identifying domestic and international climate financing mechanisms and integrating these into WFP’s operational plans;
Manage capacity strengthening efforts with government partners and other cooperating partners in accordance with the CSP Strategic Outcomes;
Support the coordination of the Humanitarian Response Forum (HRF), an inter-agency and multi-sectoral platform, given WFP co-chair and secretariat roles;
Take part in other types of programme work as required.
Work with Climate Change and Disaster Risk Reduction team at Regional Bureau Bangkok, for knowledge exchange, resource mobilization, and program alignment with WFP’s broader portfolio.
DELIVERABLES AT THE END OF THE CONTRACT:
Enhanced staff capacity in understanding and integrating DRM, SRSP and DRF into WFP’s programming;
Concept notes and funding proposals developed and submitted;
Support to coordination of the Humanitarian Response Forum (HRF);
Establishment and/or continuance of strategic and operational partnerships;
Briefs, reports, presentations, assessments, and other documents, as required, produced;
Efforts to include innovative approaches to deliver better to vulnerable populations;
Documented efforts to integrate the DRM, SRSP and DRF portfolios.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced university degree with experience in one or more of the following disciplines: economics, social sciences, agriculture, environmental sciences, rural development, disaster risk management.
Experience:
At least ten years of professional experience in DRM, SRSP and/or DRF in a development or humanitarian context;
Experience in providing technical assistance to national governments on DRM, SRSP and/or DRF is required;
Demonstrated experience in resource mobilization for DRM, SRSP and/or DRF is required;
Relevant experience in Cambodia is preferred;
Experience working with WFP or other UN agencies is preferred;
Understanding of food security and vulnerability and ability to link analysis to the design of programmes;
Ability to coordinate among many stakeholders, including Government counterparts and international and national organizations;
Excellent written and spoken English.
Knowledge & Skills:
Working in international environment and with various cultures, teamwork skills, climate and disaster risk management skills, fund raising skills, coordination and networking skills.
Languages:
Fluent in English.
