Nordic Development Fund (NDF) is the joint Nordic international finance institution (IFI), established in 1988 by the five Nordic countries - Denmark, Finland, Iceland, Norway, and Sweden. NDF’s work focuses on the nexus between climate change and development in lower-income countries and countries in fragile situations. NDF provides concessionary financing with an active portfolio valued at nearly EUR 400 million. Together with our strategic partners, we develop, launch and scale high-impact projects to support developing countries and people vulnerable to climate change.
In order to strengthen our Portfolio Origination and Management (POM) department, we are now recruiting a Program Officer to join NDF Headquarters in Helsinki, Finland. Reporting to the Director of the Portfolio Origination and Management department, the Program Officer´s main responsibilities will be to support management of the NDF-financed project portfolio in close collaboration with project partners and Program Managers. The POM department, staffed with a combination of Program Managers and Program Officers, has the main responsibility for sourcing new projects for NDF support and for managing the existing project portfolio.
Key responsibilities
- Manage a select portfolio of NDF financed projects, including reviewing progress and financial reporting, assessing/approving project revisions and participating in missions and over-sight committees as required
- Liaise with project partners in matters relating to project implementation and completion, including dialogue around NDF priorities
- Collaborate closely with all NDF departments/support functions to secure necessary consultations throughout the process
- Provide support to Program Managers and other Program Officers in project management related matters
- Support and develop management and analysis of project portfolio data and learnings together with Program Managers and relevant support functions
- Provide support to Program Managers on specific projects in the origination phase
- Prepare and present updates, presentations and written materials on projects
- Prepare project closing reports
- Contribute to the development of internal working processes and guidelines
- Any other duties as requested
Key Competencies, Experience and Personal Attributes
- A genuine interest in the purpose and values of NDF
- Understanding of development and climate issues in a global context
- A University degree in a relevant field
- A minimum of five (5) years of experience of project management, preferably in international development or climate finance, involving management of public and/or private sector climate change focused projects
- Experience from working in a Nordic context or with Nordic partners
- Knowledge and experience from working with topics such as biodiversity, forestry, sustainable land management, nature-based solutions, or blue economy is an advantage
- Experience from working on projects in emerging markets is an advantage
- Excellent command of English, and preferably working proficiency in French
- Strong communication, interpersonal and presentation skills.
- Strong analytical capacity and IT skills (MS Office)
- A team player and a natural collaborator with high levels of self-motivation and a drive for excellence, used to working flexibly at fast pace
- Willingness and ability to travel as may occasionally be required
