Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole. 

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including\: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support. 

The Division of Technical and Scientific Services ensures the provision of state-of-the-art equipment and related expertise for the accomplishment of the Department of Safeguards activities. Within this mandate, the Division is responsible for procurement, testing, provision, inventory control, performance monitoring and maintenance of safeguards equipment and supplies required by SGO Divisions; management of equipment development and engineering activities to meet quality and safeguards requirements; development and provision of documentation, procedures, instrumentation methods and techniques; provision of specialized technical and scientific support to inspectors and inspection activities in the field and at headquarters; and, radiation contamination monitoring of returned equipment and timely write-off of obsolete or contaminated equipment. The Division also coordinates departmental health and safety activities.
 


 

Main Purpose

Reporting to the Section Head, the Team Leader manages and leads one of three teams, responsible for provision of hand-carried and fix-installed NDA equipment, containment solutions and surveillance cameras, which are critical to the ongoing fulfilment of the IAEA safeguards mandate and constitute the majority of fixed assets under the responsibility of the Division. The Team Leader ensures that the team provides effective and efficient services related to procurement, delivery, installation, performance evaluation, maintenance, data interpretation and training support for instrumentation across the Department, including through the application of lean management principles.





 


 

Role

The Team Leader is\: (1) a manager, responsible for applying SGTS management principles to ensure the efficient delivery of technical services within assigned resources; (2) a technical expert, ensuring the most effective and efficient use of equipment for containment and surveillance, monitoring and verification by the Department; (3) a leader, supervising and providing guidance, training and direction to staff in the team; and (4) an adviser to other Team Leaders, Section Heads, the Divisional Director and other departmental counterparts on equipment implementation.


 

Functions / Key Results Expected


- Manage, in the most effective and efficient manner, a team of engineers, specialists and technicians and the relevant resources (human, financial, assets, workspaces) for the timely and effective planning, tracking and delivery of equipment implementation services for the Department. 
- Plan and implement the programmatic work of the team including the establishment of concrete objectives, milestones, and performance indicators. This includes establishing and maintaining the team’s annual implementation workplan for the provision of safeguards equipment and related services, and remote collection of essential safeguards equipment-related data.
- Lead Member State Support Programme sub-projects or tasks related to implementation for technologies within the team’s responsibility.
Oversee the establishment and continuation of procurement contracts, management of stocks, to support the flow of equipment and supplies necessary to deliver the services of the team.
Oversee and contribute technical expertise to the definition of user requirements as a product owner for technologies and applications within the team’s scope, serving on behalf of the final users in Operations Divisions to be developed under the responsibility of the Section for Projects and Engineering.
Liaise with state authorities on the installation or application of safeguards instrumentation in Member State facilities worldwide.
Establish clear work objectives for staff, monitor workloads, and ensure effective performance management, including pro-actively supporting staff development, acknowledging exceptional performance, and addressing underperformance. 
Lead and promote knowledge sharing within the team and the Division and ensure that business processes are appropriately documented. 
Continuously improve the provision of services through regular process reviews and analyses to assess quality and effectiveness.
Guide, motivate, and lead team members toward the achievement of shared goals by setting a clear vision, resolving conflicts, and fostering a productive team environment. 
Serve as the departmental subject matter expert and business process representative in the areas of the team’s functional responsibilities.

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations.

Qualifications, Experience and Language skills

  • Master's Degree - Advanced university degree in physics, engineering, or a related technical field.

  • Bachelor's Degree - University degree in a relevant field with two years of additional relevant working experience may be considered in lieu of an advanced degree.

  • Minimum of ten years of relevant working experience in the areas outlined in the Expertise section (see above).

  • Experience working in a supervisory and/or management capacity required.

  • Experience managing complex technical projects required.

  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


 

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $101540 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 57269, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
