Under the guidance and matrix supervision of the Programme Specialist and Procurement Analyst/Head of Procurement and Operational Support Unit (POSU), the Procurement Analyst provides overall management of administrative and logistics services, procurement and administers and executes processes and transactions ensuring their effectiveness, transparency and integrity. He/she analyzes and interprets the financial rules and regulations and provides solutions to complex issues related to procurement. The Procurement Analyst promotes a client-focused, quality and results- oriented approach in the Unit.
The Procurement Analyst works in close collaboration with the operations, programme and development project teams in the Country Office (CO) and UNDP HQs staff for resolving complex procurement-related issues, promoting innovative ideas/approaches and delivering information.
Duties and Responsibilities
The specific duties and responsibilities of the Procurement Analyst during the assignment will include, but not be limited to, the following:
Ensures implementation of operational strategies focusing on achievement of the following results:
- Full compliance of procurement, administrative and logistic activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control, analysis of parameters in support of proper design and functioning of a client-oriented procurement management system.
- Provision of researched information for formulation and implementation of contract strategy and strategic procurement in the CO including tendering processes and evaluation, managing the contract and contractor, legal considerations and payment conditions, sourcing strategy, supplier selection and evaluation, quality management, e-procurement introduction.
- Provide advice to CO Management, Programme and Projects on procurement and administrative-related matters.
Organizes procurement processes:
- Preparation of procurement plans for the Programme-run activities and projects and their implementation monitoring.
- Organization of procurement processes on behalf of projects including preparation and conduct of ICs, RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations.
- Review of procurement processes conducted directly by projects; and preparation of procurement case documentation for submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP).
Monitoring supplier’s performance with respect to the quality and timely delivery of goods and services. - Elaboration of proposals and implementation of the procurement processes monitoring system and mechanisms to eliminate deficiencies in procurement.
Coordination of shipment and delivery of supplies and customs clearance.
Ensures implementation of sourcing strategy and e tools facilitation of knowledge building and knowledge sharing:
- Maintenance of communication platforms with vendors on UNDP procurement in order to ensure better responsiveness to UNDP tenders and stronger partnership with private sector.
- Development and update of the rosters of suppliers, elaboration/update of supplier selection and evaluation criteria, quality and performance measurement mechanisms.
Ensure mainstreaming of UN values into procurement processes (human rights, gender equality, diversity, greening, etc.) in collaboration with Programme Unit and other UN Agencies. - Development of strategies which will ensure that UN values are linked to the business community.
- Provision of advice to management and inputs related to procurement and administrative matters at the project formulation and budget writing stage.
Promotion of innovative approaches to procurement and administration.
Participation in the organization of training for the operations/ projects staff on Procurement. - Synthesis of lessons learned and best practices in Procurement.
- Contributions to knowledge networks and communities of practice.
Institutional Arrangement:
The Procurement Analyst will execute the duties and responsibilities outlined above under the direct guidance and supervision of the Procurement Analyst/ Head of POSU and the matrix supervision of the Programme Specialist (Cluster Lead). Under this matrix arrangement, the Programme Specialist provides programmatic or technical guidance to the incumbent, while the Procurement Analyst/Head of POSU ensures functional/procurement and operational oversight. The Procurement Analyst will work in close collaboration with the operations, programme and development project teams in the Country Office (CO) and UNDP HQs staff if necessary.
The incumbent is expected to exercise full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies, and strategies, as well as implementation of the effective internal control systems.

Required Skills and Experience
Education:
- Advanced university degree (Master’s Degree or equivalent) in Business Administration, Public Administration, Finance, Economics, Engineering or related field, relevant to the position is required, or
- A first-level university degree (Bachelor’s Degree) in the areas mentioned above in combination with additional two years of qualifying experience will be given due consideration in lieu of Master`s degree.
Experience:
- Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in procurement management.
Required skills:
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
Desired skills:
- CIPS level 3 is highly desirable for this position and candidates holding this level at the time of application will have a distinct advantage. If the desired certification is not available at the time of recruitment, it should be obtained within one year of recruitment. Candidates holding a CIPS certification at any level below at the time of application will have a proportionate advantage.
- Practical experience and demonstrated knowledge of public procurement principles;
- Demonstrated capacity in project/business management, mainly on contract management and logistical support;
- Demonstrated experience in coordination with the national government agencies, local government units and stakeholders;
- Advanced knowledge and experience in the usage of ERPs and/or other web-based management systems;
- Knowledge and experience in UNDP’s ERP (Quantum);
- Relevant supply chain and/or procurement experience/knowledge related to one or more of the UNDP Practice areas (such as Democratic Governance/Elections, Crisis prevention and recovery, Energy and Environment);
- Experience and knowledge of UN/UNDP/international organization’s procurement policies and procedures;
- Supply chain and/or procurement experience within the UN system practices.
Languages:
- Fluency in in English, Romanian and Russian is required.
- Working knowledge of one or more additional languages relevant for Moldova, including Bulgarian, Gagauzian, Romani, Ukrainian or sign language is an asset.
