Overview of positionSince the outbreak of conflict on April 15, 2023, over 11 million people have been displaced, including 9 million IDPs & over 2 million refugees who have sought refuge in neighboring countries, placing immense pressure on host communities. The conflict has pushed Sudan towards the brink of famine, broken down essential services & caused soaring food insecurity & economic collapse.
Despite these challenges, our client continues to operate in 10 locations with over 130 staff, addressing immediate needs while building long term resilience & sustainable development. Their main objective in Sudan is to promote community resilience, reduce aid dependency & build a foundation for inclusive recovery. Having been in the country since 1965, our client has remained steadfast in its commitment to the people of Sudan, even as the nation confronts one of the world's most dire humanitarian crises.
Our client adopts an integrated, people centered & area based approach, focusing on localization to strengthen local delivery systems & build the capacity of government institutions & local actors. Through a UN coordinated strategy, our client balances immediate support with long term development goals, ensuring that interventions are sustainable & responsive to community needs.

Through its extensive network of existing local & international partners, community based organizations & local government entities, our client supports essential services, strengthens livelihoods & promotes peacebuilding.
Objective of the assignment:
The Project Assistant and Community Mobilizer, will be required to provide community based support to the state offices Kassala, Gadaref, Rive Nile & Red Sea in community mobilization, awareness & sensitization on WASH, agriculture practices, livelihoods including income generation activities, community planning, implementation & monitoring with the overall supervision of the state offices.
During the community mobilization, the main goal will be to ensure community engagement in the project & ensure that their voices are heard by project teams.
This community engagement & listening community & their feedback from the inception of project implementation is crucial in achieving successful outcomes & establishing excellent community acceptance in the targeted locality to ensure accountability to donor & community.
The Project Assistant and Community Mobilizer will be responsible for monitoring the civil & non civil work in his / her locality & verify the progress claimed by contract service providers including collection of feedback from community leaders, cash for work participants etc. The Project Assistant and Community Mobilizer will provide following services:
Community mobilization & awareness:
Mobilize & sensitize the community regarding project goals, activities & expected outcomes.
Conduct awareness campaigns & sensitization meetings to engage communities effectively.
Community engagement & participation:
Facilitate community involvement in planning, prioritizing, implementing, monitoring & evaluating project activities.
Ensure community views & inputs are actively integrated into project plans & activities.
Supervision & monitoring:
Monitor & supervise the work conducted by contracted service providers (civil & non civil works).
Regularly report on progress & quality of work completed by service providers to the state office.
Feedback & grievance management:
Serve as a focal point for community feedback, ensuring community concerns are documented & communicated clearly.
Coordinate closely with the state office to ensure community concerns & feedback receive timely responses.
Beneficiary selection & verification:
Support the state office in selecting & verifying project beneficiaries according to established criteria.
Ensure accuracy & fairness throughout beneficiary selection & verification processes.
Quality assurance & control:
Monitor the quality control processes during payments, distributions & implementation of activities.
Ensure community participation in verifying the delivery of goods & services.
Reporting & documentation:
Prepare comprehensive progress reports detailing community engagement, feedback, project implementation status & service provider performance.
Maintain accurate documentation of all community interactions, activities & feedback.
Rapport building:
Act as primary entry point in the locality, building & maintaining strong relationships & excellent rapport with community members, local authorities & stakeholders.
Expected outcomes:
Active community participation & ownership of project activities.
Enhanced transparency, accountability & responsiveness to community needs.
Timely & accurate reporting on project activities & service provider performance.
Effective resolution & management of community grievances & feedback.
Following are the main deliverables:
Month 1 - Community engagement plan: Detailed community mobilization & engagement plan, including scheduled awareness sessions, community meetings & feedback mechanisms.
Month 2 - Beneficiary selection & verification report: Final report documenting beneficiary selection, verification criteria, process outcomes & community validation for accuracy & transparency.
Month 3 - Community feedback & grievance register: A comprehensive register of feedback, concerns, grievances raised by community members, actions taken & status of resolution coordinated with the state office.
Month 4 - Mid term service providers performance report: An analytical mid term report assessing progress, quality, timeliness & community satisfaction related to civil & non civil works implemented by service providers.
Month 5 - Quality assurance & distribution report: Documented evidence of monitoring quality control measures & community participation during payment distributions & service / goods delivery.
Month 6 - Final community mobilization & activity implementation report: Consolidated report capturing the overall outcomes, lessons learned, effectiveness of community participation, final progress on contracted service providers' activities & recommendations for future engagements.
Overall, any other task assigned or delegated by state office & our client holds right to hold payment against deliverable if they are not satisfactory.
Project reportingThis role reports to the project team in the state office & is required to submit:
Weekly progress update reports.
Monthly comprehensive reports.
Undergraduate or graduate in a relevant discipline.
Relevant experience in community mobilization, engagement & development activities.
Excellent in reading & writing in Arabic & speaking in English.
Excellent communication & interpersonal skills.
Ability to engage diverse stakeholders & resolve conflicts effectively.
Familiarity with local context & community dynamics.
This role has no team management responsibility.
