Your team

You will be part of the Talent Management Division in the Directorate General Human Resources. Our Directorate General is made up of more than 100 staff who provide services to over 4,000 employees. We are currently developing a more agile HR function with stronger customer orientation, enhanced people analytics and solutions that inspire staff across the ECB.

The Talent Management Division designs and implements talent management frameworks and solutions that account for employees’ experience, growth and development, as well as the needs of the organisation. We devise HR solutions and policies across a range of fields, such as talent acquisition, employer branding, promotions, internal and external mobility, performance management and feedback, strategic workforce planning, development, staff engagement, organisational culture or HR communications. We also conduct similar work with national central banks and supervisory authorities across Europe.

In your role as an HR Solutions Expert, you will be part of a dynamic division, working flexibly between smaller teams. The position will primarily be in the Development Experience team, which acts as a centre of expertise in fields such as talent acquisition, performance management, mobility, promotions, talent marketplaces (called Career Portal at the ECB) and job architecture, among other topics.

Your role

As an HR Solutions Expert you will:

  • strengthen the ECB’s existing talent management landscape by developing new HR solutions from the discovery phase to the roll-out phase and following up on their implementation and adoption;
  • help maintain talent management products across the organisation and adjust them as needed to align with strategic goals;
  • collaborate closely with a diverse range of stakeholders within HR and in other teams to design, deliver, monitor and steer HR solutions;
  • advise stakeholders on policies and solutions.

Qualifications, experience and skills

Essential: 

  • a master’s degree or equivalent in human resource management, business administration, occupational psychology, organisational behaviour, employment relations, law or another relevant field (see How you can join us for details on degree equivalences); 
  • in addition to the above, four or more years’ experience in HR, covering a broad range of relevant areas such as talent acquisition, career development, performance management/enhancement, mobility schemes and workforce planning;
  • experience in designing, developing, implementing and monitoring HR solutions with adapted project management methodologies;
  • excellent drafting skills, with the ability to tailor messages to a wide variety of stakeholders, including high-level decision-making bodies.
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired:

  • experience with and/or a good understanding of AI tools and their integration in standard HR solutions.

The contract offered will be short-term ESCB/IO, the appointment being for 12 months as of the exact starting date of the selected person, extendable to up to 36 months. 

Candidates must have a contract of employment with their home institution for a period of at least one year beyond the duration of the ECB contract being offered.
