GGGI is implementing the project “Transition to a Regional Circular Economy in ASEAN (Team Europe Initiative – Pillar 2: Waste Standards and Data Collection Methodology)”, funded by the European Union through the Danish Ministry of Foreign Affairs. The project supports ASEAN Member States in advancing circular economy approaches by developing harmonized waste classification and standards, improving data collection methodologies, and promoting regional policy dialogue and capacity building.
Implemented in close collaboration with the ASEAN Secretariat and ASEAN Working Groups, the project contributes to the regional transition toward a circular economy through stronger knowledge sharing, coordination, and technical cooperation across ASEAN countries
POSITION SUMMARY
The Senior Associate will support the delivery of the ASEAN–EU Team Europe Initiative: Transition to a Regional Circular Economy – Pillar 2: Waste Standards and Data Collection Methodology. The position plays a central role in ensuring smooth financial, administrative, and operational management of the project, with a focus on donor compliance (EU/Danish MoFA), budget monitoring, project reporting, and coordination with ASEAN Secretariat, ASEAN Member States (AMS) and regional partners.
The Senior Associate will work closely with the Project Manager in Jakarta office, HQ (Seoul) team, and country teams to ensure accurate and timely reporting, support organization of regional dialogues, workshops, and knowledge-sharing events, and maintain effective systems for project documentation. The role also facilitates engagement with the ASEAN Secretariat, Project Steering Committee (PSC), and key stakeholders, contributing to the effective implementation of project outputs and deliverables
PURPOSE
This position ensures both the delivery and accountability of a multi-country, donor-funded project. The Senior Associate is responsible for maintaining financial integrity, meeting EU/Danish donor requirements, and coordinating with ASEAN partners. By managing the project’s operational and compliance functions, the role enables GGGI to deliver technical outputs, policy dialogues, and knowledge-sharing activities in a transparent, credible, and effective manner.
ENGAGEMENT
The Senior Associate works across multiple layers of the project, requiring strong communication and collaboration skills. Internally, the role engages with the Project Manager, Asia Country offices, and GGGI HQ (Seoul) to align financial, operational, and programmatic processes. Externally, the Associate liaises with the ASEAN Secretariat, AMS focal points, EU and Danish MoFA representatives, consortium partners, and other stakeholders to ensure coordinated delivery and donor compliance. The position requires building effective partnerships, maintaining transparent communication, and supporting multi-stakeholder collaboration.
DELIVERY
- Preparing of financial and progress reports for donors and PSC.
- Maintaining effective project documentation and internal systems in line with GGGI’s PCM
- Collaborating in the organization of consultations, training, PSC meetings, and regional events.
- Coordinating with ASEAN and country teams to track progress and ensure delivery against agreed timelines.
- Conducting analysis of waste data, classification systems, and reporting methodologies
- Providing secretariat support to PSC meetings, including record-keeping and follow-up.
- Performing procurement processes, ensuring compliance with donor and GGGI rules for goods, services, and sub-contracts.
- Providing Support travel arrangements for project-related missions, workshops, and events, ensuring compliance with GGGI and donor policies.
QUALIFICATIONS
- Bachelor’s degree in international development, public administration, economics, environmental policy, or related fields.
- At least 5 years of relevant professional experience in project operations, finance, or administration, preferably in an international or regional setting.
- Proven experience in donor compliance, financial monitoring, and preparation of reports.
- Strong organizational and event management skills, with ability to manage multiple stakeholders.
- Excellent command of written and spoken English; knowledge of ASEAN languages is an asset.
- Experience with EU or ASEAN-funded projects is desirable.
