Overview of positionOur client in Libya is advancing national efforts to strengthen governance systems and enhance institutional collaboration across key ministries and public institutions. In a context marked by fragmented coordination, overlapping mandates, and limited stakeholder engagement, this initiative seeks to promote more coherent, transparent, and accountable governance structures that can better respond to citizens’ needs.
As part of this effort, our client is supporting the development and implementation of institutional reform roadmaps that will guide selected ministries through a structured process of organizational improvement. These reform roadmaps will be informed by evidence-based policy dialogues, inclusive consultations, and participatory workshops that bring together government officials, civil society organizations, and the private sector.
Through these activities, our client aims to create spaces for dialogue and collaboration—both within and across institutions—while building ownership and consensus around reform priorities. Three structured inter-ministerial dialogues will be organized to enhance coordination among ministries, complemented by a series of roadmap design workshops that will engage ministry leaders and technical staff, ensuring meaningful participation of women in each stage of the process.
The initiative will also feature multi-stakeholder consultations at different levels, engaging government agencies, CSOs, and women-led organizations to identify reform entry points and align institutional priorities with national development goals. To consolidate the outcomes.
To support the implementation of these activities, our client inLibya is seeking a qualified Governance Specialist who will play a central role in facilitating the dialogues, coordinating workshops and events, and documenting lessons learned throughout the process. Working closely with the our client Governance and Rule of Law team, as well as national counterparts, the Specialist will help translate the findings and outcomes of the dialogues into practical institutional reform roadmaps.
This assignment will contribute directly to enhancing inter-ministerial coordination and building the foundations for sustained governance reform in Libya—anchored in national ownership, inclusivity, and collaboration.
The objective of the assignment is to support the facilitation and delivery of a structured and inclusive process leading to the development and validation of institutional reform roadmaps that enhance inter-ministerial coordination and strengthen governance systems in Libya.
The assignment aims to foster collaboration among key ministries, civil society organizations, and private sector actors through a sequence of targeted engagements — including a national consultation session, a technical workshop, and a final validation session.
These activities will help identify reform priorities, co-design actionable institutional roadmaps, and ensure broad-based ownership of the reform agenda.
The Governance Specialist will work under the supervision and strategic guidance of the Governance and Rule of Law Pillar and in close coordination with relevant our client teams and government counterparts. The consultant will support the facilitation, coordination, and documentation of activities leading to the development and validation of institutional reform roadmaps under the governance reform initiative.
The consultant will be responsible for the following key tasks:
Facilitation of Governance Dialogues and Consultations
Plan, coordinate, and facilitate a national consultation session in Tripoli engaging representatives from key ministries, civil society organizations, and the private sector to identify reform entry points and collaboration priorities.
Support the preparation and delivery of a technical workshop in Tunis, bringing together ministry leaders and technical staff to co-design the institutional reform roadmaps, ensuring at least 20% women participation.
Organize and facilitate a final session in Tripoli to validate and officially launch the institutional reform roadmaps, consolidating consensus on next steps for implementation.
Prepare detailed summaries, reports, and recommendations emerging from each session to inform the roadmap development process.
Development of Institutional Reform Roadmaps
Support the co-design, finalization, and validation of the institutional reform roadmaps in collaboration with relevant ministries, ensuring alignment with national priorities and reform objectives.
Contribute to defining strategic reform priorities, actionable steps, and measurable outcomes within each roadmap.
Ensure that the roadmaps integrate lessons learned, stakeholder feedback, and gender-responsive approaches to governance reform.
Assist in drafting and consolidating the final versions of the reform roadmaps and associated documentation.
Coordination, Stakeholder Engagement, and Reporting:
Maintain close coordination with national counterparts, UNDP teams, and other partners to ensure coherence and complementarity with ongoing governance and institutional reform initiatives.
Facilitate effective communication and collaboration among stakeholders to promote inclusive participation and ownership of the reform process.
Prepare comprehensive reports on dialogues, workshops, and events, highlighting progress, challenges, and recommendations for next steps.
Prepare comprehensive progress and event reports summarizing discussions, outcomes, and key recommendations for each engagement.
