What will you do in this position?
In line with the Ukraine Country office objectives, WFP Ukraine requires an IT Operations Officer to support the delivery of efficient and effective IT services, contributing to sound, innovative solutions that enable staff to deliver assistance to beneficiaries. The position will ensure support to the implementation and management of Digital Assistance Services (DAS) in the country. Reporting to the International TEC Business Transformation Officer. The incumbent will actively contribute to the compilation, analysis, maintenance, reporting of IT data to maximize the effectiveness of IT services, resolve network issues and provide timely support to the design, development and usage of IT systems.

The war in Ukraine has had drastic consequences, both for people inside the country and for those around the world who depend on its food supplies. The war has caused immense suffering for civilians, displaced families, and disrupted supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 3.3 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south of Ukraine do not have reliable access to nutritious food.
WFP uses a combination of food and cash assistance to support communities affected by the war. This includes working with local partners to distribute food boxes in areas near the frontline and providing cash transfers in locations where people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 3.01 billion meals to people displaced and affected by the war.

How can you make a difference?
- Support the budgeting, planning and deployment of IT systems that are aligned with business needs, in accordance with WFP corporate standards.
- Provide support to maintain IT systems and networks, ensuring appropriate data security and access controls considering both local and wide area network issues; and supporting users to get maximum benefits from them.
- Implement innovative IT solutions for improving and upgrading system performance; support any technology upgrades as required.
- Provide data and documentation to support the procurement of IT equipment and services at and in line with WFP rules and regulations.
- Collate data and contribute to the preparation of accurate reports on IT investments and costs, providing information to inform decision-making by stakeholders after market intelligence.
- Implement Data analysis technical systems and knowledge and build awareness of Data industry developments.
- Effective supervision of a team to respond to queries from users, understanding and resolving issues, providing advice and ensuring IT policies, procedures, systems and tools are correctly applied.
- Guide junior staff and field staff, acting as a Field office point of referral and supporting them with analysis and queries.
- Support the capability building of staff through the organisation and/or review of training programs aimed at developing skills/knowledge in IT.
- Interact effectively with colleagues and other units to understand their needs and provide appropriate technical support.
- Follow standard emergency preparedness and contingency planning practices to ensure WFP can maintain basic IT services and/or quickly respond and deploy resources to affected areas at the onset of a crisis.
- Implement IT Cyber security policies and systems to monitor the networks.
- Act as IT liaison Officer for IT staff in the Field Offices.
- Perform other tasks as required by the organisation.
CRITICAL SUCCESS FACTORS:
Good IT project management skills and good English writing skills.
Support the WFP Ukraine IT activities by identifying, procuring, testing, and recommending new technologies.
Overseeing the upgrades to WFP’s systems and processes to meet business needs.
Provide IT business innovation and technology relationship management internally and externally.
Develop IT business requirements and other system documentation to support development of bespoke applications in the country office.
Ensure innovative solutions and Tech market updates into corporate systems that meet desired outputs.
Ability to work in a team environment and coordinate assignments to achieve common goals.
Ability to adapt and work in difficult climate and security-related conditions
To join us in saving lives, changing lives, you will have:
Education:
- University degree in Computer Science/ Engineering, IT Engineering, Management information systems or other relevant field; or First University degree with additional 5 years of related work experience and trainings/courses in Information Systems.
- Certifications: CCNA, CISCO CCNP, CCSP, PMP, ITIL, PRINCE2 and CCIE are desirable.
Experience:
- At least 1 year of progressive postgraduate professional experience in an IT related field such as hardware and software support, WAN/LAN, business / systems analysis.
- Experience in large-scale rollouts and client support, such as, a Service Desk and User Support Unit.
- Experience in Project management. Budgeting and planning implementation with counterparts is a key requirement.
- Has assisted in the design and implementation of service management and support systems / processes.
- Experience in database administration and reporting; working in an international or multicultural environment.
Knowledge & Skills:
- Strong skills in Systems Security, Infrastructure Technologies including
- LAN/WAN/WLAN/VPN, IP Telephony, Intrusion Prevention and Detection Systems, and Firewalls.
- Network planning, implementation and debugging (LAN, WAN and datacenters).
- Switching and routing based on various Cisco platforms (29xx, 39xx, Nexus,65xx and others)
- VPN technologies (IPSEC, DMVPN, MPLS)
- Strong knowledge of information Systems Security (Cisco ASA, HP Tipping point)
- Network access control (Cisco ISE)
- Wireless LAN technologies (Cisco, Ruckus, Proxim)
- WAN acceleration (Riverbed and Cisco WAAS)
- Network IP Monitoring tools such as Netflow, OpenNMS, OpManager, Orion Solarwinds, IP Monitor, Fluke VPM, Ntop.
- VoIP – Cisco, Microsoft and Polycom, Unified communications.
- SIP communications protocol.
- Experience in IT Operations environments, preferably in large international organizations
- Sound in Project management skills in the network and security service delivery context.
- Proficiency in Tableau, MDCA, ONA, SugarCRM, IVR and Microsoft Office in particular MS Word, MS Excel and MS Access
- Possession of a combination of business and technical including - general management skills, writing skills and document preparation.
Languages:
Fluency in both oral and written communication in English and Ukrainian languages;
