Job Description

Under the overall supervision of the Head of Projects and Partnerships and the direct supervision of Programme Officer, MBHR, the incumbent will provide support in the implementation of projects related to IOM’s Migration, Business and Human Rights programme. The Assistant will be expected to contribute to reporting, research, project development, implementation of monitoring and evaluation workplans as well as being responsible for administrative tasks related to the Labour Mobility and Social Inclusion portfolio in accordance with IOM standards.
Responsibilities
The Programme Support Assistant will be responsible for the following relevant programmatic activities:
- Support project development actions by assisting in the research, drafting and submission of project proposals, concept notes, appeals, as well as MoUs, and other types of contracts for private sector partners as well as other institutional donors;
- Contribute to the timely and accurate preparation and dissemination of reports including interim and final reports for donors based on programme objectives, work plans, and timelines set by project agreements.
- Assist in the coordination of qualitative and quantitative data collection processes such as key informant interviews, focus group discussions, household surveys, and similar activities, including strengthening capacity of enumerators or project partners in qualitative and quantitative data collection.
- Support in the development of appropriate qualitative and quantitative monitoring, tracking systems, tools, and templates that enhance monitoring of project outputs and outcomes.
- Verify the quality of data collected from the field based on validity, timeliness, precision and reliability.
- Provide administrative and logistical support required for the project, including but not limited to drafting meeting notes, activating projects in PRIMA, preparing and finalizing administrative/financial documents according to IOM’s processes;
- Assist in planning, implementation and coordination of project activities including events, consultations and research, in accordance with project workplans including arranging participants’ travel and hotel arrangements and trip itineraries where necessary;
- Organize duty travel and related administrative and logistical arrangements;
- Liaise with stakeholders involved both internally and externally and follow-up to ensure timely progress of tasks assigned;
- Contribute to internal and external IOM CREST communication and visibility efforts in alignment with planned project deliverables;
- Track, compile, and present information on new developments and relevant trends and policies in the field of labour migration, business and human rights; undertake desk research as required;
- Undertake duty travel for project events including trainings, workshops, conferences, meetings, and presentations as required;
- Perform other related duties as may be assigned.
Qualifications
Education
- A bachelor´s degree in Humanitarian Affairs, International Studies, Political Science, Law, Human Rights, Development Studies or a related field from an accredited academic institution with at least three years of relevant professional experience;
Or,
- High School Degree/Certificate from an accredited academic institution in social sciences or other relevant disciplines with minimum five years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in assisting with project management and administration including project development, implementation, monitoring, evaluation and reporting;
- Demonstrated ability to maintain accuracy and confidentiality in performing responsibilities;
- Good communication, facilitation, presentation and critical thinking skills;
- Demonstrated proficiency with Microsoft Office, including Excel, Word, PowerPoint, SharePoint and Kobo Toolbox;
- Knowledge of the M&E requirements of the UN will be an advantage.
- Experience in organisation and facilitating workshops and trainings;
- Experience in liaison and communication with public and private stakeholders and partners.
Skills
- Good understanding of any of these themes: migration and development, business and human rights, corporate social responsibility, trafficking in persons, and forced labour;
- Knowledge of UN and bilateral donor programming.
- Knowledge of financial rules and regulations.
Languages
Fluency in English and Vietnamese is required.
Working knowledge of other UN official languages is an advantage.
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
