Job Description
In a context marked by complex migration dynamics, the International Organization for Migration (IOM) supports the Government of Cameroon in implementing initiatives that assist returning migrants, internally displaced persons (IDPs), former associates of non-state armed groups, and affected communities. These interventions are part of broader stabilization, recovery, and community cohesion efforts, particularly in fragile areas and major urban centers (Yaoundé and Douala).
The Return, Readmission and Reintegration (RRR) project, funded by the European Union, together with other stabilization and recovery programmes, aims to transform returning migrants and vulnerable populations into local development actors.
In view of current challenges — including the need to better manage beneficiaries’ feedback and concerns, as well as to restore confidence among certain private partners — IOM is creating this position of Reintegration and Public Relations Assistant to support operational communication, public relations, and coordination with key stakeholders, while also strengthening liaison with countries of origin and Cameroonian diaspora associations.
Responsibilities
Under the supervision of the National Outreach and Visibility Officer, and in close coordination with the Reintegration and Communications Units, the incumbent will be responsible for the following functions:
a. Liaison and Public Relations
- Maintain regular and professional communication with beneficiaries, private sector partners, local authorities, and migrant associations, including management of the emergency hotline.
- Support liaison with IOM missions in countries of origin to ensure coherence in the follow-up of return cases and messaging.
- Identify and strengthen relationships with Cameroonian diaspora associations to promote voluntary return, reintegration, and co-development initiatives.
- Participate in managing beneficiary and partner feedback and complaints (including from MINJEC, MINREX, MINAS, etc.) in coordination with the relevant units.
b. Communication and Visibility Support
- Contribute to the preparation and dissemination of communication materials (testimonies, project sheets, videos, digital publications) that highlight beneficiaries and partners.
- Support the organization of community events, fairs, and economic meetings showcasing reintegration projects.
- Contribute to the dissemination of clear and coherent institutional information to enhance transparency and strengthen partner confidence.
c. Partnership Support
- Collaborate with the Operations and Finance Units to improve communication with private companies regarding administrative and payment procedures.
- Identify new partnership opportunities with the private sector, civil society organizations, and diaspora-led initiatives.
- Ensure regular follow-up of ongoing partnerships and monitor partner satisfaction.
d. Documentation and Monitoring
- Contribute to the documentation of good practices and drafting of success stories on reintegration projects.
- Participate in the collection of qualitative data for project reports, newsletters, and visibility materials.
- Support monitoring of indicators related to communication, public relations, and partner satisfaction.
Qualifications
EDUCATION
- Bachelor’s degree in Communication, Public Relations, Management, Marketing, Social Sciences, or a related field
- Knowledge of migration issues, reintegration processes, or humanitarian principles is an advantage.
EXPERIENCE
- Minimum two (2) years of professional experience, preferably in:
- Communication or public relations;
- Reintegration, community development, or stabilization activities;
- Collaboration with the private sector, diaspora, or civil society.
- Strong interpersonal and diplomatic skills, with a service-oriented and quality-focused approach.
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
SKILLS
- Computer literacy including proficiency in MS Office applications.
- Excellent communication and negotiation skills.
- High sense of responsibility and ability to show initiative and maintain accuracy, including while under pressure.
- Ability to meet tight deadlines.
- Good understanding of agriculture and livelihood programming, including climate adaptation and social protection mechanisms.
- Ability to manage data collection, analysis, and reporting for research and policy development.
- Capacity to engage with academic institutions and private sector partners for joint initiatives.
- Good communication and networking skills to liaise with diverse stakeholders (government, academia, private sector).
- Good organizational and planning abilities for multi-stakeholder projects.
- Ability to work independently and under pressure while maintaining attention to detail.
- Team-oriented mindset with flexibility to adapt to evolving priorities.
LANGUAGE
For this position, fluency in French is required (oral and written). Working knowledge of English is an advantage
