Background and Organizational Context

Working with CSOs has a strategic impact on empowering representatives of society to act as guardians of public goods, including holding government account and ensuring the proper representation of civilians and the upholding of their rights, in particular those of the most vulnerable and excluded.
In this context, this job description is a direct response to UNDP’s improved business model in Mozambique. It envisions an office structure adapted to the current and future needs of the country, underpinning its advisory and programmatic offer while at the same time delivering solid implementation support. It also promotes a more collaborative approach to working across the office and with external partners.
UNDP’s new organizational structure in Mozambique endeavors to strengthen UNDP´s role as a learning organization to deliver on Agenda 2030. It is designed to provide the foundation for the whole public policy life cycle with a special emphasis at sub-national level that, as an engagement strategy, is expected to allow new areas of joint work and resource mobilization.
UNDP is actively involved in promoting gender equality in Mozambique, focusing on areas like economic empowerment, access to energy, resilience to climate change, inclusive governance, justice, and human rights. UNDP's work in Mozambique is also linked to the country's commitment to the Sustainable Development Goals and the need for inclusive and sustainable development.
Positions Purpose
Under the direct supervision of the Resident Representative and in close collaboration and consultation with the Deputy Resident Representative (Programme), the Programme Analyst – Gender & Diversity will provide substantive advice in the mainstreaming of gender equality and women’s empowerment within the CO as well as the inclusion of other vulnerable groups.
The Incumbent coordinates policy development, capacity development, and strategic planning for new programme areas while ensuring consistency of CPD priorities together with the advancement of strategic partnerships and resource mobilization and expansion of the country portfolio.
S/he works in close collaboration with other policy and programme portfolios and the Operations Team to ensure a collaborative and harmonized joint UNDP programme. Cross-cutting coordination with CO Communications, Gender and other relevant experts will be required to increase the impact of the development interventions.
The Programme Analyst – Gender & Diversity provides substantive oversight of programme/ portfolio management, accountability, as it relates to gender and inclusion considerations. S/he assists in the effective application of RBM tools with a gender sensitive lens, including on the establishment of performance indicators, targets and milestones, and monitoring achievement of results, including from the gender equality perspective, capturing lessons learnt during the project implementation;
The incumbent works in close collaboration with Gender and Inclusion focal points in the Regional Hub, UNDP HQ, staff from other UN Agencies and national partners from the Government, civil society, and donors through multilateral and/or bilateral arrangements
Incumbent is expected to display managerial innovation, initiative, and a strong client orientation that encourages and rewards excellence in programme delivery and implementation. S/he might be required to undertake emerging tasks and additional duties as requested by senior management.
Duties and Responsibilities
1. Provides advice and support to UNDP management, programmes and projects focusing on the achievement of the following results:
- Ensure the compilation, analysis and interpretation of gender issues and statistical data, thorough research of the in the country and preparation of top-quality analysis and reports;
- Provide top quality analysis and substantive inputs to CCA, UNDAF, and other strategic documents;
- Advise on possible areas for UNDP support and adjustment of on-going programmes to ensure that UNDP programmes are in line with national policies and priorities, with a special focus on gender inclusion;
- Develop new gender-related portfolio, both focused on integration of gender to existing programmes/projects (re: improving the UNDP Gender Marker) as well as creating stand-alone or joint-programmes with other UN agencies (re: UNWOMEN);
- Prepare and launch of gender and inclusion reports;
- Contribute to sub-regional, regional and inter-agency initiatives related to gender issues;
- Represent UNDP in different working groups and interagency working groups on gender;
- Support the Country Office in implementing the Integrated Work Plan that includes gender targets in line with CO Gender Equality Strategy as well as the implementation of the Gender Equality Seal.
2. Participates in effective management of the gender programme and gender specific portfolio as well as identifying opportunities for cross cutting amongst thematic areas in the CO focusing on quality control of the full cycle of programming from formulation to implementation achieving the following results:
- Provide guidance to UNDP programming to ensure that a sound gender and inclusion analysis informs programme/project design and management; identify strategic actions to be undertaken to improve the quality of implementation, support achievement of related results, and manage the effective application of the Gender Marker;
- Provide advice on appropriate gender-sensitive indicators across projects, and support colleagues in the monitoring and reporting of results/outputs and objectives against agreed indicators, in close collaboration with M&E specialist;
- Monitor political, economic, and social developments trends and issues affecting women’s rights and other vulnerable groups in Mozambique, producing analytic reports, and informing a strategic response to opportunities and challenges within the context of UNDP’s projects in close partnership with the relevant stakeholders;
- Support knowledge building and sharing at the country office on gender equality focusing on achievements, lessons learned, and methodologies utilized in gender equality implementation and mainstreaming;
- Ensure financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of DIM/NIM projects;
- Contribute to the preparation of inputs for reporting, including donor reporting;
- Work closely with UNCT, and other UN agencies working in support of gender equality, inclusivity, and women’s empowerment to ensure complementarity and avoid overlap;
- Assist in the effective application of RBM tools with a gender sensitive lens, including on the establishment of performance indicators, targets and milestones, and monitoring achievement of results, including from the gender equality perspective, capturing lessons learnt during the project implementation.
3. Provides Advocacy and Partnership building support, focusing on the achievement of the following results.
- Participate in and represent UNDP in activities to highlight key gender equality and women’s human rights issues, and advocate for integration of gender equality and social inclusivity issues into the development agenda;
- Performs analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization;
- Maintain relationships with UNDP’s partners including other UN agencies, donors, and I/NGOs, on matters related to the promotion of commitments to gender equality with a view to ensuring strategic partnerships and strengthening collaboration;
- Initiate and coordinate strategic advocacy activities to maximize support of the UN system and civil society partners on gender equality and social inclusivity in line with international commitments and priorities for Mozambique.
4. Facilitates knowledge building and knowledge sharing as required by the organization, focusing on the following results:
- Organize and conduct training on gender advancement, gender equality and social inclusivity, women’s empowerment, women’s issues, and social development thematic areas related to UNDP’s Gender Strategic Plan in the Country Office;
- Monitor and report on the implementation of the CO Gender Equality Strategy and action plan as well as the Gender Seal for which the CO has applied for certification in 2025’26;
- Contributions to knowledge networks and communities of practice;
- Monitor and document CO’s contribution to gender equality results for reporting and further communication purposes;
- Ensure professional growth through active learning of new trends in gender and inclusion with a view to enhance the capacities of strategic partners at the national level;
- Ensure that all staff are equipped to sustainably mainstream gender equality objectives/goals in their respective areas of work in operations/programming.

Required Skills and Experience
Education:
- Advanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or related field is required; or
- A first-level university degree (bachelor’s degree) in a relevant field in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national and/or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation and gender mainstreaming of development portfolios and projects;
- Programme management experience with sound knowledge of all aspects of the project cycle (design, implementation, monitoring & evaluation) is highly desirable; ·
- Progressively responsible experience in international development organizations, bilateral development agencies and/or international NGOs;
- Proven ability to work effectively in multi-disciplinary and multi-cultural teams;
- Experience in Advocacy for Gender Equality and inclusion of other vulnerable groups is highly desirable;
- Experience in the use of computers, office software packages (MS Word, Excel, etc.), database packages, and web-based management systems such as ERP;
- Strong interpersonal and written and oral communication skills.
Language requirements :
- Fluency in English is required.
- Fluency in the national language of the duty station (Portuguese) is required for local staff.
