Background
The Department of Safety and Security is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the security programmes and activities of the United Nations System.
The Security Operations Assistant assists in the implementation of security operations, provide professional client-oriented security support service, monitor and actively support UN personnel movement, monitor all sources of information on security incidents and maintain and exercise the Security Communications Systems in the Jerusalem Security Operations Center (JSOC) in Israel, Occupied Palestinian Territory and Jerusalem (IoPtJ).
The Security Operations Assistant works under Chief SIOC and is supervised by a SIOC Operations Officer in maintaining visibility of UN personnel in the Security Areas, conducts headcounts and ensures operations are conducted efficiently and professionally. In cases of emergency, the Security Operations Assistant maintains communication between the affected UN personnel and the relevant security professionals.
Under the guidance of Chief SIOC and direct supervision by a SIOC Operations Officer, the Security Operations Assistant will undertake the assigned functions in order to ensure successful implementation.
Duties and Responsibilities
The incumbent will undertake the following functions:
1)Provide all United Nations and Saving Lives Together (SLT) framework organizations prompt, friendly and professional client-oriented security support services (Client Orientation, Hospitality Services).
- Information, recommendations and advice is provided to ensure;
- Immediate action is taken on all requests via VHF Radio, telephone, mobile phone, SMS, and emails.
- Responses to clients are completed as soon as allowed by other higher priority tasks.
- Product partnerships are established and maintained with clients and their organizations.
- Clients’ needs are identified, and the required support/assistance is provided to a high standard.
- Delivery of complete services and the meeting of client’s complete needs are always timely with no delays.
- Tasks are never ‘lost’ as a result of shift changes or changes in personnel.
- Handovers identify outstanding client requests as the first priority.
- Perform security induction for UN staff on the use of VHF handsets and mobile stations.
2)Ensure official movement is monitored in order to provide information about changes in the risk environment and to allow a rapid head count of all UN personnel and those included in SLT agreements.
- Movement is continually and actively monitored.
- Create and maintain accurate Mission Tracking logs of all daily planned movements.
- Initiate and receive VHF radio and telephone calls to clear the start of all missions.
- Continually monitor VHF radio locations and check they match mission plans through routine communications with each mission.
- Advise staff members of incidents that may expose them to elevated risk and advise alternative actions, routes or mission movements.
- Confirm all mission completion and that staff are back in planned locations.
- Maintain security clearance grants through the TRIP System under FSCO guidance.
3)Monitor all sources of information including the media for reports of security incidents.
- Field Security Coordination Officer (FSCOs) are alerted to significant incidents in their Security Areas.
- Verification and confirmation are sought through for each Security Area.
- Verify that events are logged for use in the Daily Security Report.
- Preparing media press brief on daily bases.
4)Maintain a log of all verified security incidents.
- The database of security incidents is continually updated.
- Accurate figures, statistics and reports are available from the database upon request.
5)Maintain and exercise the Security Communications Systems, including VHF radio system.
- The Everbridge SMS database file is continually updated using input from FSAs.
- The Security Communications System list of call signs is continually updated using input from FSAs.
- The Radio Checks are conducted.
- Radio Check Compliance Sheets are completed and provided to FSCOs.
The incumbent performs any other duties agreed to within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Education:
- High school diploma is required OR
- Bachelor’s degree in management, Communications, Public Management or related fields is desirable.
Experience:
- Minimum of five (5) years with a high school diploma or 2 years with Bachelor's degree work experience in security, education, administrative, operations management, logistics, customer Service/help desk, linguistics or other similar fields.
Required skills
- Computer-based tools (MS Office Suite and other computer- based, web, and smartphone applications) are essential.
- Ability to work on a rotational shift basis that includes nights, holidays, and weekends.
- Experience with VHF radio station systems is required.
Desired skills:
- Prior work experience within the UN system or international organizations is desirable.
- Prior work experience in security is desirable.
- Experience with managing Bulk SMS communications systems is desirable.
- Experience with managing Internet-based communications systems is desirable.
Ability to drive within the West Bank and Jerusalem is desirable
Languages:
- Fluency in English and Arabic is required.
