The Directorate for Employment, Labour and Social Affairs (ELS) leads the OECD’s work on employment, social policies, international migration and health, helping governments promote better policies that create quality jobs and improve health outcomes for patients and populations, among others.
Within the Directorate for Employment, Labour and Social Affairs, the Health Division supports member countries in developing people-centred, high-performing, and resilient health systems by providing internationally comparable data, conducting economic analyses, and policy advice. Its work spans health system performance, spending trends, public health, digital health, and long-term care. Within the Health Division, the OECD’s Health Statistics and Healthcare Quality and Outcomes (HCQO) teams play a central role in monitoring and improving health and healthcare across countries.
Job Description
Role
The Young Associate will report to Health Statistics and HCQO Team leads and work within a team of young and dynamic economists and analysts. The overarching objective of this project is to enhance the capacity of OECD Member countries to measure, understand, and address health inequalities through improved data linkage and standardised socio-economic and -demographic capture. Specifically, the project seeks to apply actionable frameworks and tools that enable policymakers to identify disparities and design equity-focused interventions.
Main Responsibilities
- Conduct analyses using data from OECD sub-national databases (particularly those relating to social, environmental, economic, and commercial determinants of health) to assess how health inequalities manifest geographically and identify actionable insights to address them.
- Perform background research on country activities related to digital identity and capacity to link health data to other data sources while maintaining privacy protections (e.g., with privacy-enhancing technologies) and options and the uptake of national and international data standards relevant for understanding and comparing the impact of differences by socioeconomic status (SES) within and across countries.
- Support analysis, based on surveys from participating OECD Members, related to the OECD Recommendation on Health Data Governance and the application of the OECD AI Principles in health.
- Consolidate and strengthen a network of stakeholders both at national and international level and coordinate consultation activities across different stakeholders. Identify areas for potential joint proposals on activities around national capacities.
- Organise and contribute to bilateral and international events aiming at consulting stakeholders and promoting the framework; manage the work of consultants, when relevant.
Qualifications
Ideal Candidate Profile
Academic Background
- Undergraduate degree in data science, statistics, economics, sociology, public policy, international relations or related discipline (graduation date between 1 January 2025 and 1 September 2026). Applications from candidates who already hold or are enrolled in a Master’s, PhD, or equivalent degree will not be considered.
- Course work in at least two of the following areas is required: data science, economics, statistics, international relations, public policy.
- Course work in data science, statistics, or applied mathematics is desirable.
Tools
- Knowledge of R and/or Python is desirable.
Skills
- Excellent written and oral communication skills, as well as strong strategic thinking abilities.
- Ability to engage and consult stakeholders from different backgrounds.
- Ability to plan and organise work effectively.
- Ability to understand/learn basic health policy concepts and to manage databases.

Languages
- Fluency in one of the two OECD official languages (English and French) and a knowledge of, or willingness to learn, the other.
