Head of Finance* 

in Kyiv 

The position is to be filled as soon as possible, with an initial contract duration of 1 year. There are very good prospects for an extension. Employment location will be Kyiv, Ukraine (UA).

As Head of Finance, you ensure the timely and effective implementation of financial management standards across all programmes and projects, contributing significantly to the success of the country programme. You guarantee that financial and administrative processes in the Country Office in Kyiv and in projects or partner organisations are auditable and efficient, and you support the Country Director in fulfilling supervisory duties related to programme administration. You guide and assist projects and partner organisations in all financial management matters so they can meet their contractual obligations towards Welthungerhilfe and co-financiers.

In addition, you coordinate training for national and expatriate staff and PPOs in project administration in close collaboration with the Financial Advisory Unit at Head Office, provide qualified administrative and financial advice to projects, and approve relevant processes and authorisations in line with the signature policy.

Your responsibilities

  • Ensure sound financial management of all programmes and projects, supporting the Country Director, Heads of Project/Programme, and Area Managers in planning and oversight
  • Review and support project budget planning, adjustments, and preparation of cost and financing plans (own and donor funds)
  • Review partner agreements, assess partner capacities, and ensure compliance with donor regulations
  • Oversee liquidity planning, internal fund requests, and the preparation of Country Office fund requests
  • Ensure correct internal cost allocation, verify in-kind bookings, check project bookkeeping, ensuring timely internal and external financial reporting
  • Ensure that Heads of Project and Project Partner Organisations (PPOs) assume full budget responsibility and expenditure control
  • Supervise the financial administration of the Country Office, including re-financing measures, reporting to Head Office, and medium-term financial planning
  • Coordinate Country Office statements on audit and accounting reports and follow up on recommendations and requirements
  • Initiate and review refunds, returns, and final fund requests to donors; support donor requests, extension requests, and due-date monitoring
  • Transfer and maintain CO budgets within WHH cost and financial plans and ensure documentation updates in O365
  • Support compliance with WHH standards (RAC, remuneration, travel, insurance, etc.) and assess compliance needs for all projects
  • Evaluate financial and administrative requirements of new donors and engage with co-financers, including maintaining contacts and reviewing financing modalities
  • Coordinate and deliver financial administrative training for staff and PPOs in close cooperation with the Financial Advisory Unit
  • Support recruitment, account assignment, and induction of staff in financial/project administration
  • Organise and supervise audits and accounting activities and review relevant national legislation
  • Support the implementation of the re-financing strategy and ensure adherence to all WHH policies and standards

Your profile

  • Technical college degree or Bachelor’s degree in a relevant field
  • Minimum 3 years of professional experience, preferably in the Global South or in a NGO
  • Coordination and organisational skills - even under a high workload
  • Proven experience in financial processing of projects
  • German donor experience would be an asset
  • You recognize the growing value of data within an organization and inspire teams to make decisions grounded in analysis and evidence
  • Strong teamwork and cooperation skills
  • High intercultural competence and effective cross-cultural communication
  • Excellent spoken and written English; Ukrainian and/or Russian language skills would be an advantage
  • Motivation, initiative, and determination
  • Good negotiation skills
