Role Summary

The Programme Support Manager (PRSM)will lead the Medair South Sudan support departments including Finance, HR, Logistics and IT.  The PRSM will understand the support required for programmes to deliver high quality life saving assistance quickly while maintaining compliance with both Medair and donor requirements.  The PRSM will work especially close with the HR department and those responsible for base management.  This is a new role in South Sudan designed to bring better integration between programmes and support teams.

 

Project Overview

Medair has been delivering life saving health, nutrition, and WASH services in what is now South Sudan since 1991.  The South Sudan programme supports an Emergency Response Team to deploy quickly throughout South Sudan to respond to new crises.  It also supports health, nutrition, and WASH activities at static bases where needed.

Workplace & Conditions

The role will be based in the main office in Juba but will require some travel to the field to understand programmatic needs.  Most work will be at a desk in a well-equipped office.  Field trips may be to more challenging environments with limited access to electricity and internet connectivity.

Responsibilities:

·        Lead the support functions for the country programme including but not limited to: Finance, HR, Logistics and IT.

·        Understand and communicate programme needs clearly to the support teams.

·        Foster a culture of support and alignment with the programme teams.

·        Link the in-country support teams with the Global Support Office support teams.

·        Network in country and in the region to understand the operating environment and to find innovative solutions to on going challenges.

·        Ensure compliance with Medair, donor, and host government requirements.

·        Proactively detect potential risks and develop risk mitigation strategies.

·        Supervise financial management, ensure budget adherence, transparent processes, and compliance with Medair and donor guidelines.

·        Line manage and develop support staff, overseeing recruitment, performance, and training to foster a cohesive, competent team.

·        Coordinate with stakeholders, including suppliers, local partners, and government entities, representing Medair and building cooperative relationships.

·        Implement quality controls and maintain systems to prevent loss or fraud, conducting inspections to ensure optimal resource management.

Qualifications, Experience & Technical Competencies:  

•     University degree in a relevant subject such as Management / Development Studies /Business Administration

•     Strong working knowledge of English                

•     Experience in a management position, as well as experience in a complex humanitarian context

•     Strong programme, finance, analytical, and report writing skills

•     The ideal candidate will have experience and training in human resource management
