The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.
CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.
At CHAI, our people are our greatest asset, and none of this work would be possible without their talent, time, dedication, and passion for our mission and values. We are a highly diverse team of enthusiastic individuals across 40 countries with a broad range of skill sets and life experiences. CHAI is deeply grounded in the countries we work in, with the majority of our staff based in program countries. Learn more about our exciting work: http://www.clintonhealthaccess.org

Position Overview
The global HIV prevention landscape is entering a transformative phase. While progress has been achieved, particularly through the scale-up of oral PrEP, condoms, and VMMC, global trends indicate a shift toward more diverse, user-centred, and sustainable prevention ecosystems. The emergence of long-acting PrEP options such as Lenacapavir, evolving market dynamics for condoms, and growing focus on domestic financing and integration within primary health care systems represent the next frontier in reaching epidemic control by 2030.
CHAI is supporting the Zimbabwe Ministry of Health and Child Care (MoHCC) in building resilient and adaptive systems that can drive the next generation of prevention programming—grounded in end-to-end program management across all health system pillars, from governance and financing to supply chain, data systems, and service delivery. The Program Manager, HIV Prevention, will play a pivotal role in leading CHAI’s work in this space, supporting the Ministry in coordinating combination prevention efforts, managing strategic transitions, and generating insights to inform national, regional, and global learning.
This role requires a strategic systems thinker and strong communicator with a deep understanding of the evolving HIV prevention agenda. They will have experience leading end-to-end program management across health system pillars, and advanced analytical and writing skills to translate evidence into actionable guidance for policymakers, funders, and implementing partners.
- Lead the refinement and implementation of CHAI Zimbabwe’s HIV Prevention strategy aligned with global prevention shifts—emphasizing long-acting PrEP (Lenacapavir, CAB-LA), market sustainability, and integration into broader SRHR and primary health care platforms.
- Provide strategic and technical leadership to MoHCC and partners to accelerate adoption, demand generation, and scale-up of new HIV prevention technologies.
- Support the Ministry to strengthen coordination, planning, and transition management for prevention programs, ensuring continuity and efficiency as donor funding landscapes evolve.
- Lead analytical work to inform policy and program decisions—covering resource tracking, costing, scenario analysis, and health financing strategies to enhance domestic investment and sustainability.
- Generate high-quality written outputs, including policy briefs, donor reports, and technical documents that synthesize evidence and drive decision-making.
- Manage and mentor a team of professionals, fostering strong performance, innovation, and learning.
- Cultivate and maintain relationships with government, donors, implementing partners, and research institutions to drive aligned, evidence-based prevention strategies.
- Ensure documentation, dissemination, and cross-country learning on combination HIV prevention and health financing innovations.
- Support business development, donor engagement, and proposal writing aligned to CHAI’s HIV prevention and health systems agenda.
- Conduct other relevant activities as required.
- Bachelor’s degree (Master’s preferred) in public health, economics, health policy, or a related field.
- Minimum of 5 years of progressively responsible experience in HIV prevention, SRHR, or broader public health program management.
- Demonstrated expertise in end-to-end program management spanning multiple health system pillars — governance, financing, supply chain, human resources, service delivery, and information systems.
- Proven ability to lead complex, cross-functional initiatives that require coordination across government and donor stakeholders.
- Strong analytical and problem-solving skills, with experience in program design, costing, performance monitoring, or health systems strengthening.
- Excellent writing, synthesis, and presentation skills, capable of translating technical evidence into policy-relevant insights.
- Experience engaging and influencing senior government, donor, and civil society stakeholders in dynamic, multipartner environments.
- Demonstrated ability to manage and mentor teams, delegate effectively, and maintain accountability under pressure.
- High proficiency in Microsoft Office Suite and comfort using data visualization or analytical tools.
Advantages
- Experience leading multi-pillar health systems strengthening initiatives encompassing governance, financing, supply chain, service delivery, human resources, and data systems.
- Proven understanding of HIV sustainability frameworks, including transition planning, domestic resource mobilization, and integration of HIV programs within broader Universal Health Coverage (UHC) and primary health care agendas.
- Familiarity with health financing and expenditure tracking tools used to inform HIV and health sector sustainability (e.g., resource mapping, fiscal space analysis, program-based budgeting).
- Knowledge of emerging HIV prevention innovations (Lenacapavir, CAB-LA, DPP, next-generation PrEP) and their policy, market, and financing implications.
- Demonstrated ability to bridge global HIV strategy with national implementation realities, ensuring coherence between donor priorities, domestic financing strategies, and service delivery models.
- Experience working in resource-limited settings with strong engagement across government, donor, and civil society platforms.
- Background in strategic planning, research, or consulting, with capacity to synthesize data and evidence into actionable policy and investment guidance.
- Strong commitment to building sustainable, country-led HIV prevention ecosystems through capacity strengthening and systems integration.
