Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). In Myanmar, IFRC is supporting the Myanmar Red Cross Society (MRCS) to roll-out a multi-million Swiss franc humanitarian operation in response to the 28 March 2025 earthquake alongside longer-term programmes. To effectively accompany the MRCS in addressing immediate to recovery humanitarian needs wrought by the earthquake, the IFRC Country Delegation in Myanmar is bolstering its operational capacity.
Job Purpose
The Senior Logistics Officer will support the Federation's logistics set-up and operations in in Myanmar with a close coordination and collaboration with MRCS LSCM, coordinate with MRCS to ensure the efficient and effective delivery of relief goods and provide logistics support in other activities including Training and Capacity Building of MRCS LSCM.
Job Duties and Responsibilities

The role will co-ordinate logistics operations under the direction of the Senior Management Services Manager in Myanmar and MRCS. This role will also be expected to liaise with external stakeholders at a variety of governmental and humanitarian levels in coordination with MRCS. The incumbent will ensure that offered services are delivered on time at the right cost with the right quality. As well as in co-ordination with MRCS LSCM, this role may also take direct responsibility for the management of warehouses, stock and mobilisation of in-kind donations as seen needed by the MRCS LSCM team. As such, this role requires excellent team working and project management skills, communication skills and technical expertise.
Support MRCS LSCM to ensure the delivery of all goods in close coordination with the MRCS LSCM and MRCS Programmes.
Key Accountabilities
- In collaboration with MRCS LSCM coordinate and advise upon the supply and logistics support for operations in Myanmar.
- Support, advise and coordinate technical details of the management of MRCS warehouses with MRCS LSCM team including import formalities, receiving, storing, reporting and dispatch of goods.
- In collaboration with MRCS LSCM ensure standard operating procedures for Myanmar are keep up-to-date and tested at regular intervals.
- Support the MRCS procurement team in producing accurate and timely estimates/quotations for dispatch of fleet and relief items in compliance with MRCS procurement manuals.
1. Coordinate and collaborate with MRCS LSCM for the day-to-day contract management with the MRCS 3rd party logistics / warehouse provider including:
- Support MRCS LSCM with implement, maintain and follow MRCS standard warehouse procedures and record keeping in accordance with audit trail standards.
- Support MRCS with coordination of inbound & outbound shipments with the warehouse operator, suppliers & transport providers including outbound transport planning, preparation of export documents & custom clearance
- Support and collaborate with MRCS LSCM to ensure the correct storage and rotation of stocks, as well as proper structural maintenance of the 3rd party warehouse(s) in view of maintaining all stocks in good condition.
- Support and collaborate with MCS LSCM to ensure security and safety procedures and systems are implemented, maintained and continually improved
- Collaborate with MRCS LSCM to maintain accurate stock records and controls at all times; support in creating monthly stock reports from the MRCS LSCM team and advice on warehousing issues that affect the overall logistics operation.
- In coordination and collaboration with MRCS LSCM review and manag the performance of the 3rd party logistics / warehouse provider and report on a regular basis any issues or need for improvement to Senior Management Services Manager.

2. Support and coordinate with MRCS in making decisions regarding dispatches and replenishment of internal/externals/vendor consigned stocks and communicate accordingly with both the MRCS stock and the MRCS procurement team unit maintain appropriate stocks level as per IFRC MRCS stock strategy
3. As required by MRCS LSCM assist in the planning, co-ordination and advise on the management of transportation requirements for the operations.
4. Provide logistics technical advice to other departments and functions within the IFRC Myanmar Delegation
5. Provide training of IFRC Myanmar Delegation Staff and MRCS LSCM in logistics functions.
6. Provide logistics training and training/mentoring for MRCS LSCM staff in logistics functions within Myanmar as required.
7. Maintain the Logistics Country Sheet updates
Education
University degree in Business, Economics, Engineering, IT or other relevant area is required.
Relevant diploma in Supply Chain Management is preferred.
Experience
Extensive logistics experience in commercial or NGO sector, preferably in Red Cross / Red Crescent Movement (Experience within the commercial sector / Red Cross/Red Crescent knowledge and experience) is required.
Experience dealing with local Custom and government departments. (International is an added advantage) is required.
Experience in facilitating training & coaching is required.
Minimum of 5 years of relevant experience in managing freight forwarder, logistic, warehousing, transportation and experience in managing high stock rotation, of which minimum 2-3 years at field operational levels is required..
Experience of managing and supporting staff is preferred.
Experience of planning and managing budgets is preferred.
Experience of writing, preparing narrative and financial reports is preferred.
