Result of Service

The Senior Investigator will objectively assess and review the work of the Investigations Officer. The Investigations Officer will be tasked by the Chief of the Investigations Division. All work product produced by the Investigations Officer as a result of this engagement is owned by UNRWA and shall be submitted to the Chief of the Investigations Division. Timeline and payment milestones will be determined in association with each task/deliverable.

Duties and Responsibilities

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5.7 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, the West Bank, and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA services encompass education, health care, relief, and social services, camp infrastructure and improvement, microfinance, and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff, most involved in direct service delivery with Palestine refugee communities. UNRWA is funded almost entirely by voluntary contributions. BACKGROUND The Investigations Division in the Department of Internal Oversight Services (DIOS) is responsible for conducting investigations into allegations of misconduct, such as mismanagement, fraud, corruption, retaliation on whistleblowers, workplace harassment, sexual harassment (SH), sexual exploitation and abuse (SEA), abuse of authority, breach of neutrality allegations and violation of UNRWA regulations, rules, and administrative instructions, that involve UNRWA staff, contractors and other applicable persons. This investigation was conducted in accordance with the Uniform Guidelines for Investigations (2nd Edition), the UNRWA Staff Rules and Regulations, the UNRWA Investigation Policy, and the Guide to Conducting Investigations. Description of Duties and Responsibilities The Investigations Officer is required to assist with case assessments and/ or investigations of allegations of misconduct and with the following: • Assist in the investigations of potential violations of rules, regulations, policies, procedures and standards including breaches of neutrality, fraud, misappropriation, corruption and mismanagement, applying and other types of misconduct; • Reviewing and assessing complaints and allegations; formulating investigation plans, reviewing and analyses all information to determine its relevance and reliability, conducts interviews of staff and other involved parties, records interviews, obtaining and analyses potential documentary and electronic evidence, conducts investigative research and determines the appropriate presentation of investigative results; • Assists the Central Intake Unit (CIU) Investigations Officer (Intake) in the efficient organization and administration of the Agency's misconduct intake process in matters related to the assessment of allegations of misconduct. • Help the director of DIOS in the preparation of munites and notes. • Assist in drafting investigation reports, closure reports and advisory reports; and • Reviewing investigation reports prepared by other investigators; • Contributing to the development of the office’s policy and procedural framework and best practices and other lessons learned from investigative work; and • making recommendations and assisting in ensuring that lessons learned from investigations are incorporated into the Agency’s policies and procedures; assisting in the implementation of investigators training.

Qualifications/special skills

Academic and Professional qualifications A university degree in law or any related field; Formal training and/or certification in various law enforcement methodologies/ fraud examination or investigations. Nature and extent of the required experience At least two years of relevant experience applying internationally recognized investigation techniques in criminal or administrative inquiries.

Languages

• Fluency in English is required. • Fluency in Arabic is desirable.
