Background:

In Viet Nam, UN Women contributes to the development objectives of Viet Nam’s Socio-Economic Development Plan and the National Strategy for Gender Equality. Its Country Strategy Note for 2022-2026 is aligned to the UN Sustainable Development Cooperation Framework (CF) 2022-2026 and is focused on supporting Viet Nam’s fulfilment of Gender Equality commitments under The Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), and the promise of the 2030 Sustainable Development Agenda to “leave no one behind”. The key priorities of UN Women in the 2022-2026 period are: 

  1. By 2026, people in Viet Nam, especially those at risk of being left behind, will benefit from and contribute to safer and cleaner environment resulting from Viet Nam’s effective and gender responsive mitigation and adaptation to climate change, disaster risk reduction and resilience building, promotion of circular economy, the provision of clean and renewable energy, and the sustainable management of natural resources. 
  2. By 2026, people in Viet Nam, especially those at risk of being left behind, will contribute to and benefit equitably from more sustainable, inclusive and gender-responsive economic transformation based on innovation, entrepreneurship, enhanced productivity, competitiveness, and decent work; 
  3. By 2026, people in Viet Nam, especially those at risk of being left behind, will have benefited from and have contributed to a more just, safe and inclusive society based on improved governance, more responsive institutions, strengthened rule of law and the protection of and respect for human rights, gender equality, and freedom from all forms of violence and discrimination in line with international standards. 

Under the Strategic Note 2022-2026, UN Women is currently implementing 4 portfolios, namely (1) Gender and Climate Change/Disaster Risk Reduction, (2) Women’s Economic Empowerment, (3) Ending Violence Against Women; and (4) Governance. 

Under 3rd portfolios, UN Women is seeking for a retainer International Consultant on Ending Violence Against Women. The consultant will work closely with EVAW specialist and other UNW staff and partners and is responsible for providing technical and resource mobilization supports on Ending violence against women area. 

Description of Responsibilities/ Scope of Work

The incumbent will effectively contribute to timely and effective technical advice on the design and implementation of UN Women’s work in ending violence against women. In particular, the consultant is expected to carry out the following functions and activities:

a) Provide technical support to the design and implementation of programme activities

  • Develop concept notes that foster innovative and evidence based  implementation of activities  within UN Women’s existing EVAW portfolio, including integrating EVAW in other thematic areas. 
  • Work closely with the responsible partners to translate UN Women’s strategic plan into partner project documents, including the view of  budgets, design of the activities, identification of project beneficiaries and alignment of result framework of the project with the overall MEL framework of the programme.
  • Review existing assessments on EVAW portfolio and recommend the forward-looking priorities for UN Women’s work on EVAW in line with government priorities such as digital transformation and economic growth.
  • Develop/ Provide comments/ inputs for knowledge assets such as briefs, training documents, guidelines and good practice publications focus on the content on EVAW.

b) Partnership building and resource mobilization on EVAW 

  • Maintain UN Women’s network of partnerships on EVAW
  • Identify new partnerships to catalyze growth and expansion of UN Women’s contribution to EVAW in Vietnam
  • Mobilize resources and partnerships for multi-year cooperation from traditional and non-traditional stakeholders

c) Support Programme Management functions

  • Draft donor reports following the templates of the programme including human interest stories from the projects.
  • Provide inputs on EVAW programme/ activities for UN Women corporate reporting including quarterly and annual reports. 
  • Track project budget delivery and work with UN Women personnel to ensure timely utilization of resources
  • Other related technical supports as per request of the Programme Specialist on EVAW, National Management Specialist and UN Women Country Representative.
Expected Deliverables
  1. Concept notes and terms of reference for the implementation of activities on the programme activities on EVAW developed 
  2. Technical inputs to Partner project documents submitted and approved by the programme Specialist
  3. Knowledge products focusing on EVAW produced
  4. Funding/partnership proposals drafted
  5. Technical inputs to UN Women’s strategic note, donor reports and annual reports as well as other technical supports on EVAW per request.

Education and Certification:

  • Master’s Degree in Gender Studies, Human Rights or other relevant disciplines (social sciences)
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 10 years of working experience in the design, implementation and monitoring of projects on ending VAW, gender equality and development
  • Demonstrated understanding on international VAW prevention and response framework (preferably RESPECT WOMEN prevention framework and Essential Services Package for women and girls subjected to violence and/or relevant international guidance on TFGBV, Safe Cities initiative
  • Strong training & facilitation skills
  • Good analytical and writing skills in English 
  • Working experience/consultancy experience in Viet Nam will be an advantage

Languages:

  • Fluency in English is required.
  • Knowledge the other UN official working language is an asset
