This is an expedited recruitment process open only to:

Context

Under the overall supervision of the Deputy Chief of Mission (DCOM), the direct supervision of the Programme Support Coordinator, and in coordination with various programmatic units, the Programme Officer (Legal and Transitional Justice) will assist in the development and implementation of the country office’s (CO) resource mobilization and external liaison functions that respond to new and emerging challenges for IOM Iraq. Tasks will also include project development, reporting and fundraising actions, as well as internal coordination and knowledge management.

Responsibilities

  1. Contribute to IOM Iraq’s fundraising priorities and needs by providing inputs for the development of new results-based programmes, concept notes, and project proposals that respond to emerging trends and priorities, in close coordination with Program Managers, the Executive Office and the Regional Office.
  2. Review resource requirements, document programmatic needs, gaps and opportunities. Contribute to the alignment to IOM global, regional and country strategies during project development and donor reporting, including supporting and promoting use of Strategic Results Framework (SRF) global results and indicators.
  3. Advance transparency and established procedures by ensuring that proposal development, donor contract management, remains in compliance with donor interests and requirements, as well as IOM procedures and guidance documents. This includes, supporting the endorsement process for concept notes, project proposals, and donor reports, in line with the IOM Project Handbook guidelines and PRIMA processes.
  4. Support fundraising actions by maintaining regular contact with donor relations counterparts, including organizing and attending meetings and field site visits, responding to appeals, and compiling information on donor policies and priorities.
  5. Contribute to compliance and fundraising efforts by coordinating the compilation of activity reports and papers on IOM strategic approaches and priorities for internal and external distribution.
  6. Participate in external partner engagement by providing administrative and technical support in preparation and organization of conferences, meetings, trainings, field visits, and other events related to donors and external partners.
  7. Support the country office’s liaison and advocacy routines by providing information and inputs to IOM Iraq’s Executive Office, and to liaise with relevant authorities, United Nations agencies, non-governmental organizations (NGOs), Government and other stakeholders.
  8. Ensure adequate knowledge management, by keeping accurate and pertinent records of all correspondence, project development, reporting files and administration information including the Project Matrix, the PSU Library, SharePoint, and PRIMA.
  9. Perform such other duties as may be assigned.

Qualifications

Education

  • Master’s degree in International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in supporting results-based project development and reporting, technical writing and editing, preferably in the international development/humanitarian sector.
  • Demonstrated work experience in donor relations, proposal development, and grant management in the displacement and migration sector.
  • Previous experience working in an United Nations Agency, Fund, or Programme, and knowledge of the UN Common System is essential.
  • Previous experience with and knowledge of foreign government funding mechanisms is essential.
  • Previous work in issues issues such as migration, livelihoods and job creation strategies, displacement, stabilization in the Middle East or Iraq is essential.

Skills

  • Excellent English communication and writing skills, organizational skills; ability to prepare clear and concise reports in English;
  • Experience and knowledge of Excel and other Microsoft Office tools is required, including on data analysis and presentation of data;
  • Ability to work with accuracy under constraints and pressure; high sense of confidentiality, initiative and good judgment;
  • Personal commitment, efficiency, flexibility, drive for results, creative thinking; and,
  • Good level of computer literacy, including database applications. Knowledge of PRIMA is desirable. 

Languages

IOM’s official languages are English, French and Spanish. All staff members are required to be fluent in one of the the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic and of another official UN language (Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
