Job Description
The Government of the Republic of Moldova adopted the Program on the management of the migratory flow, asylum and integration of foreigners for the years 2022-2025 developed by the Ministry of Internal Affairs with IOM’s support. This strategic program aims to address migration-related challenges in the country and established three key objectives: enhancing migration management, asylum system strengthening, and integration of foreigners. The Program foresees solutions for the multidimensional migration process, inter alia informing foreigners about the country's rules on admission and documentation procedures, and provision of diversified and improved services for the integration of foreigners.
The Ministry of Internal Affairs (MIA) of the Republic of Moldova is committed to enhancing the skills and capabilities of its personnel to address challenges of migration management effectively. The mandate of the General Inspectorate for Migration (GIM) is the implementation of state policies related to the immigration of foreigners to the Republic of Moldova, including regulating their presence in the country or granting a form of protection, as well as ensuring and coordinating measures of economic, social and cultural integration of foreigners in the country.
The reorganization of the national authority in February 2023 (formerly the Migration and Asylum Bureau), alongside with the consolidation and efficiency of the central and territorial subdivisions the staffing structure expanded. This supported a better and faster access to information, consultation and documentation services for refugees, foreigners, including representatives of the business environment. At the same time, additional support is needed for capacity building of staff, as migration management requires a nuanced understanding of diverse populations, effective communication strategies, and the ability to respond swiftly to emergencies.
Among a specifically vulnerable and prevalent groups of migration population in the Republic of Moldova now are persons with disabilities displaced from Ukraine (around 10% of the total number of refugees from Ukraine). The communication of the representatives of public authorities and institutions with persons with disabilities is not always efficient and sometimes is dominated by stereotypes about disability, leading to discrimination, stigmatisation and exclusion. In thit context provision of relevant basic knowledge about and understanding of disability can contribute to efficient and non-discriminatory communication with migrants with disabilities.
In line with the above, MIA has requested IOM to develop a communication guideline document and deliver of a training programme for GIM personnel on beneficiary-oriented communication for provision the inclusion of persons with disabilities. This initiative will contribute to the increase of skills of GIM’s employees to communicate efficiently with beneficiaries when performing their demanding tasks and provide for the overall effectiveness of the institution.
Responsibilities
A. Develop and submit to IOM PXD:
- Training session Curriculum, PowerPoint Presentation(s) and supporting materials for a half-day Disability Inclusion and communication training (4 full hours)

Qualifications
At least 5 years of practical experience in working in the disability inclusion and the rights of persons with disabilities;
Proven experience in development of training materials and delivery of trainings in the area of disability inclusion and the rights of persons with disabilities.
Excellent communication and coordination skills.
- Fluency in Romanian and Intermediate in English.
