The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose
The Armed and Security Forces (FAS) program advisor assists the FAS Delegate in implementing the FAS program, including planning, carrying out, evaluating, monitoring and follow up FAS activities. S\He participates in the creation of a close network of key interlocutors and maintains contacts with the relevant authorities, mainly within the Armed and Security Forces at different levels. He maintains an up-to-date map of the main weapons carriers and participates in meetings with different interlocutors, in a leading or support role. S\He contributes to the dialogue between the ICRC delegation and the Armed and Security Forces and other armed actors and supports efforts to disseminate and integrate international humanitarian law, international human rights law and humanitarian principles.

Accountabilities & functional responsibilities
- Represents the ICRC in a professional manner at all times and abides by the ICRC Code of Conduct and internal regulations.
- Understands and adheres to the fundamental principles of the International Red Cross and Red Crescent Movement.
- Supports the Delegation in the mapping and understanding of the military and armed groups in Sudan.
- Develops contacts within the and amongst other arms carriers.
- Assists arms carriers in their trainings on International Humanitarian Law (IHL).
- Contributes to building the necessary understanding, acceptance and support for the ICRC and the promotion and respect of IHL among key stakeholders.
- knows and respects all administrative procedures related to his work and ensures that tasks are completed within expected deadlines.
- Ensures the systematic classification of all professional documents and keeps the archiving up to date according to the rules in place.
- Respects, applies and enforces safety rules at all times.
- May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.
Desired profile and skills
- Strongly motivated by humanitarian work
- Able to work under pressure in a potentially dangerous environment
Certifications / Education required
- Military/police background
- Staff College graduate an asset.
- Legal studies an asset.
- University degree or professional diploma.
- Excellent command of written and spoken English and Arabic (translation skills).
- Excellent computer skills, proficient use of Microsoft Excel, and other statistical software.
- Good negotiation and communication skills.
Professional experience required
- 3–5 years' experience in planning military or police operations or legal (IHL/IHRL) or multinational operations or civil-military cooperation.
- Good knowledge of the geographically assigned environment a must.
- Experience in military or police operations a strong asset.
