The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

 

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Position Summary:

 

CHAI's staff are our most valuable asset, and the HR Operations team plays a critical role in enabling HR to support CHAI's 1800+ staff across 40+ countries. As CHAI transitions from largely manual HR processes to a systematized and data-driven infrastructure, the Associate Director, People Infrastructure and Systems Innovation will lead the strategic transformation of HR operations—driving efficiency, automation, operational excellence, and insights that inform organizational decision-making.

 

This is a strategic leadership role responsible for elevating HR operations from transactional, reactive processes to an efficient, proactive function. The Associate Director will provide strategic oversight and direction for CHAI's HRIS transformation (led by a technical systems expert), while focusing on operational process redesign, HR metrics and storytelling, knowledge management strategy, and building scalable, efficient, and compliant HR operations. This role will directly manage two staff and provide strategic direction to a broader operations team, helping them evolve from technical execution to strategic thinking and data-driven insights.

This position is flexible to being based in a country where CHAI has operations, pending country leadership approval and subject to the ability to obtain work authorization.

Responsibilities

Strategic HR Operations Leadership & Process Excellence

  • Redesign and standardize employee lifecycle processes to improve efficiency, reduce operational risk, and enhance the employee experience across 40+ countries
  • Define and implement service-level agreements (SLAs) and process KPIs that enable data-driven performance monitoring and foster a culture of continuous improvement
  • Lead the transition of manual, fragmented workflows into streamlined, automated, and system-integrated solutions that enhance operational agility
  • Develop and maintain comprehensive SOPs and process documentation that support global HR operations and ensure compliance
  • Champion operational excellence through continuous process improvement, identifying inefficiencies and implementing innovative solutions

HR Metrics, Analytics & Strategic Storytelling

  • Provide strategic direction for the development and evolution of HR metrics and reporting that inform leadership decision-making and align with organizational priorities
  • Transform raw HR data into compelling narratives that connect insights across functions, identify trends, and highlight opportunities for strategic action
  • Partner with stakeholders to interpret data, uncover patterns, and shape the broader story of CHAI's workforce—from staffing trends to operational efficiency to employee experience
  • Champion the development of intuitive dashboards and data visualization tools that make complex information accessible and actionable for non-technical audiences
  • Introduce innovative approaches to data analysis and storytelling that elevate HR's strategic influence across the organization
  • Monitor key metrics related to staffing, operational efficiency, and compliance, proactively identifying emerging risks and opportunities

Knowledge Management Strategy & Innovation

  • Lead the strategic vision for HR knowledge management systems, ensuring they evolve as intuitive, scalable, and future-ready platforms for information sharing
  • Drive integration of knowledge tools with HRIS and broader operational systems to enable seamless access, reduce duplication, and support a unified employee experience
  • Champion best practices in information architecture, governance, and usability to ensure HR content remains accurate, consistent, and accessible
  • Identify and implement innovative tools and practices that enhance knowledge discovery, content automation, and cross-team collaboration

Strategic HRIS Oversight & Change Management

  • Provide strategic direction and executive oversight for CHAI's HRIS implementation, ensuring the system supports scalability, compliance, and long-term organizational needs
  • Partner closely with IT, Finance, Payroll, and country HR teams to ensure cross-functional alignment and integration
  • Lead enterprise-level change management strategy and stakeholder communication for systems transformation
  • Ensure data governance, integrity, and security protocols are embedded in all systems and processes
  • Translate complex technical requirements into strategic priorities and communicate system benefits to leadership and end-users

People Management & Team Development

  • Directly manage two staff (Senior Manager, HR Systems and Manager, HR Operations), providing coaching, mentorship, and professional development
  • Help team members transition from technical/operational execution to strategic thinking, data interpretation, and proactive problem-solving
  • Foster a collaborative, accountable, and mission-driven team culture that values innovation and continuous improvement
  • Build capability across the broader operations team (4 additional staff) in process improvement, metrics interpretation, and strategic communication
Qualifications

Required:

  • Bachelor's degree and 7+ years of progressive experience in HR operations, process improvement, or organizational transformation
  • Proven track record leading operational excellence initiatives, including process redesign, automation, and efficiency improvements in complex, multi-country environments
  • Strong ability to translate data into strategic insights and compelling narratives; experience using data visualization tools (Tableau, Power BI) to tell stories that drive decision-making
  • Demonstrated success managing knowledge management strategies and tools in large, geographically distributed organizations
  • Deep understanding of HR lifecycle processes, compliance requirements, and operational best practices across diverse regulatory environments
  • Excellent project management skills with ability to manage multiple complex initiatives and tight deadlines
  • Exceptional interpersonal and cross-cultural communication skills; ability to influence and partner effectively with stakeholders at all levels
  • Strong analytical mindset with experience designing, implementing, and interpreting HR metrics and KPIs
  • Proven success building and developing diverse, high-performing teams and helping team members grow into more strategic roles

Preferred:

  • Experience providing strategic oversight (not necessarily hands-on implementation) of HRIS or other enterprise system transformations
  • Familiarity with SQL for data extraction and analysis
  • Experience in nonprofit, international development, or similarly complex global organizations
  • Familiarity with total rewards and compensation systems
  • Understanding of international labor compliance, particularly in emerging markets
