About the Project Office
The Ministry of Health and Family Welfare (MoHFW) is implementing a range of reform measures to strengthen the resilience, efficiency, and equity of the health system in line with the recommendations of the Health Reform Commission (2025). These reforms aim to align Bangladesh's health system with the principles of equity, participation, and accountability ensuring that health is realized as both a constitutional right and a public good. In this regard, the Ministry has prepared a comprehensive proposal titled "Health Sector Transformation in Bangladesh", outlining the strategic priorities, implementation modalities, and expected outcomes of the reform agenda. The proposal emphasizes eight key strategic areas including governance and institutional reform, primary healthcare restructuring, workforce planning, financial sustainability, digital transformation, medicine regulation, documentation of transition strategies, and stakeholder communication. The Ministry seeks the technical and strategic partnership of the World Health Organization (WHO) to support the implementation of these reform initiatives. UNOPS Bangladesh will serve as the human resources partner to WHO, providing comprehensive recruitment and contract management services to support the effective implementation of the Health Sector Transformation Project.
Job Specific Context
The Ministry of Health and Family Welfare (MoHFW) is implementing a range of reform measures to strengthen the resilience, efficiency, and equity of the health system with the support of the World Health Organization (WHO). To ensure effective coordination, implementation, and monitoring of the Health Sector Reform activities, a Coordination and Operations Cell (COC) is being established. This position will provide administrative, logistics, and operational support to the COC, ensuring smooth daily operations and efficient management of resources.
Role Purpose
The Administration and Logistics Assistant will provide administrative, logistics, and operational support for meetings, travel, procurement, and event management; ensure smooth daily operations of the Coordination Cell. The role requires a thorough understanding of administrative procedures and the ability to execute basic transactions efficiently and accurately.
Functions / Key Results Expected
1. Administrative Support
- Provide general administrative support to the Coordination and Operations Cell (COC), including managing correspondence, filing documents, and maintaining records.
- Assist in the preparation of meeting agendas, minutes, and other relevant documents.
- Support the Program Manager and consultants with travel arrangements, visa applications, and other logistical requirements.
- Maintain and update databases and contact lists.
- Respond to routine inquiries from stakeholders and provide information as needed.
2. Logistics Coordination
- Coordinate logistical arrangements for meetings, workshops, and other events, including venue booking, catering, and equipment setup.
- Assist in the procurement of office supplies and equipment, ensuring compliance with UNOPS procurement procedures.
- Manage inventory of office supplies and equipment, and ensure timely replenishment.
- Coordinate the distribution of documents and materials to relevant stakeholders.
- Support the organization of workshops and training sessions, including participant registration, material preparation, and logistical support.
3. Operational Support
- Ensure the smooth daily operations of the Coordination Cell, including maintaining a clean and organized workspace.
- Assist in the preparation of budget estimates and expense reports.
- Process invoices and payment requests in accordance with UNOPS financial regulations.
- Maintain accurate records of expenditures and ensure proper documentation.
- Support the implementation of administrative policies and procedures
4. Documentation and Reporting
- Assist in the compilation of reports and presentations related to the Health Sector Reform Programme.
- Maintain a systematic filing system for all project-related documents.
- Ensure that all documents are properly archived and easily accessible.
- Support the preparation of progress reports and other project deliverables.

Required
- Secondary school or high school diploma with 4 years of relevant experience
Desired
- Bachelor’s degree (or equivalent) in business administration, commerce, management, economics or any relevant discipline with is an asset.
- IT and digital literacy, including experience of using MS Office 365 (Word, Excel, PowerPoint, Outlook, Teams) and familiarity with SharePoint, OneDrive, and online collaboration tools for documentation and communication.
