What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The Generalist Field Officer contributes to defining, implementing and monitoring ICRC projects and activities (depending on the context: field work, protection, assistance, cooperation, communication, networking) in coordination with the structures’ management, and to representing the ICRC at local level.

She/he acts as a surrogate of the Head of SubDelegation (HoSD) in his/her absence with regards to field and security as well as management of the sub-delegation.

Accountabilities & functional responsibilities

Field Work and Monitoring of the Security and Humanitarian Context

  • Acts as a Field Team Leader for field trips including facilitating and contributing to the work of specialists, internal or external meetings with authorities, briefings on ICRC field activities, joining assessments with multidisciplinary team
  • Monitors the humanitarian environment and security situation and share measures to be taken according to the evolution of the situation
  • Analyses the security, socio-economic, cultural, and political environment relevant to the ICRC, sharing relevant information and trends with colleagues and reporting any change in the situation

Network and Access Maintenance and Development

  • Maintains and develops contacts with relevant interlocutors and contributes to networking with stakeholders at various levels (including with relevant actors at the local and national level; the Lebanese Armed Forces, Internal Security Forces, political and non-state actors, religious representatives, the Palestine Red Crescent Society and representatives of international humanitarian organizations, with a view to ensuring the ICRC’s acceptance and safety, and facilitating the implementation of its activities as per objectives and activities of the office
  • Prepares and updates stakeholders mapping and planning

Help drive objectives under the Protection File

  • Contributes to Protection work on Protection of Civilian Population activities

Certifications / Education required

  • Bachelor’s degree in Political science, Social science, International relations

Professional experience required

  • 4 to 6 years of overall professional experience including at least 3 years of experience as a manager or programme officer in similar fields or other organizations, ideally including 2–3 years with the ICRC.

What we offer

  • Salary Package: 2’927 – 4’275 USD/Month (As per ICRC salary scale, salary setting processes will determine fair setting in coherence with the qualifications of the applicant and the requirements of the job).
  • 13th Month of salary paid in December, pro rata basis in accordance with the period worked.
  • Annual Leave: 20 calendar working days of paid leave per year, pro rata basis in accordance with the period worked.
  • Health Insurance: 90% of premium fees under class B, coverage include: Doctor visits, Medicines, Therapy services, etc.
  • International Retirement Saving Plan (IRSP): a contribution valued at 11.5% of your monthly salary, these savings are paid by the end of service as a lump sum.
  • Other benefits subject to internal rules and regulations: High Cost of Living Allowance (HCLA), Schooling allowance, eyeglasses, designated personal training budget for learning opportunities.

  • Working Schedule: Monday till Friday, from 8 Am till 5 Pm. 
  • Type of contract: Fixed Term, 1year (Renewable based on performance and need for position).
