What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
Under the supervision of the health coordination team, the Health Field Officer contributes to implementing, running and monitoring the health activities in cooperation with the team in the field (Gaza, West Bank / WB, East Jerusalem /EJ and Golan as per development) according to objectives set out in the delegation PfR. S/he has the capacity to oversee files with a degree of autonomy and do the follow necessary to achieve the objectives set. The Health Field Officer actively supports all health files of the department and coordinates the response with other department and the field accordingly.
Accountabilities & functional responsibilities
- Support analysis of the health situation in the West Bank, East Jerusalem, and the Golan, and provide regular updates to Health Coordination.
- Contribute to health needs assessments, project proposals, evaluations, and maintain an updated understanding of the local health system.
- Support planning, implementation, and follow-up of all ICRC health programs (Hospital, PHC, PHEC, MHPSS, PRP). Lead health activities and emergency courses (ERTC, BEC, MCIT) in the West Bank and Golan.
- Ensure proper use of operational tools, guidelines, and PAM procedures within field teams.
- Manage health data and reporting systems, including DHIS2 accuracy and monthly trend summaries.
- Draft internal/external reports, meeting minutes, and operational updates.
- Follow up on partnerships, MoUs, and contracts and support structured information sharing.
- Maintain networks with authorities, NGOs, and UN actors; attend clusters and TWGs as delegated.
- Represent the Health Department internally and coordinate appointments, visits, and travel.
- Organize ICRC health seminars, workshops, and dissemination events, handling all logistics.
- Support emergency preparedness and contribute to response activities during crises.
- Act as backup for the Jerusalem-based Health Field Officer, maintaining basic knowledge of finance, logistics, and supply chain processes.
- Support budget monitoring, monthly updates, SITFIN forecasting, and compliance with financial procedures.
- Assist with logistics follow-up, forecasting, order reviews, and stock coordination, including near-expiry and deadstock items.
Desired profile and skills
- Degree in Medicine or Nursing.
- 3 to 5 years of total work experience (including 2 years of clinical experience) with minimum 2 years’ experience in the humanitarian sector.
- Additional qualification in Public Health or Health Management is a strong asset.
- Excellent command of Arabic and English; Hebrew is an advantage.
- Valid professional license to practice.
- Experience in data analysis is considered an asset.
