ILC Regional Program Analyst
Overview
The Regional Program Analyst will be responsible for supporting and ensuring the sustainable growth of ILC regional member-led platforms, especially the so-called National Land Coalitions (NLCs), in line with the ILC operating model and ILC regional strategy. The incumbent will be responsible to coordinate the resource mobilization for member-led platforms at the country level (NLCs) via earmarked funding. The Regional Program Analyst will actively contribute to the overall alignment of ILC operations towards an enhanced role of the NLCs as requested by the current strategy. They may be assigned to coordinate the work of consultants hired to support the regional team. Under the strategic leadership and guidance of the Regional Coordination Officer, the Regional Program Analyst will be an integral member of the ILC One team, working closely with global leads in various areas of interest.Duties and responsibilities
Program Management:
- Support the Regional Coordinator on overall regional portfolio performance, including in critical planning and monitoring exercises.
- Act as focal person for ILC member-led platforms at national level, namely National Land Coalitions (NLCs) in the region.
- Provide strategic technical support to ILC member-led platforms at national level, namely National Land Coalitions (NLCs) in the region.
- Support portfolio expansion under NLCs.
- Support ILC members in planning, transformative strategy formulation development, and multi-year action plans, in line with the ILC operating model.
- Coordinate with Regional Data Specialist and Regional Policy and Advocacy Specialists to foster collaboration and synergies around NLCs, while ensuring effective resource management, joint work plans, and advocacy.
- Support NLCs in partnership building with governments, Inter-governmental Organizations (IGOs) member of ILC, and other Civil Society Organizations (CSOs) working on land governance issues.
- Assist member-led NLCs in initiating and enhancing partnerships with IGOs, development partners and foundations.
- Collaborate with ILCCommunication Team to ensure the visibility of NLCs.
- Collaborate with Monitoring and Evaluation colleagues to ensure NLCs share timely and well-prepared reports in line with ILC requirements.
- Collaborate with Learning and Knowledge colleagues to ensure learning and knowledge agendas (global/regional) also build around NLCs priorities and support their overall positioning.
- Representing ILC Regional Team at national and regional events as requested by the ILC Regional Coordination Officer.
- Perform other duties as assigned by the ILC Regional Coordination Officer.
2.Partnerships and Resource Mobilization for Leveraged funding in support of NLCs:
- Collaborate with regional Resource Mobilization Specialist to support NLCs to secure leveraged funding.
- Collaborate in the development and maintenance of regional donor relationships in support of ILC members in NLC countries.
- Support capacity-strengthening and knowledge sharing on Resource Mobilization for member-led platform facilitators.?
Education, knowledge and experience
Minimum Academic and Professional Qualifications?At least 3 years of progressively responsible professional experience in development institutions and/or government service with a focus on land and natural resources at regional level.
?Master’s degree in business administration, development, economics, finance, international relations, or related areas.

Terms and conditions ?This is a Locally Recruited Position (LRS). CIFOR-ICRAF offers competitive remuneration in local currency commensurate with skills and experience. ?The initial appointment will be for two (2) years, with 6 months probationary period, with the possibility of extension contingent upon performance, continued relevance of the position and available resources. ?ILC operates as a dispersed team and supports remote working arrangements for the selected candidate. The duty station will be determined in line with the home location of the selected candidate.Application process
