DESCRIPTION OF TASKS
The National Junior Consultant – Education will provide technical and coordination support to UNESCO Dhaka Office in implementing key activities under the Education Cannot Wait (ECW) Programme, GPE Programme Development Grant (PDG) and UNESCO’s regular education programme. Under ECW programme, the consultant will assist in the implementation of core interventions, including the Burmese Language Training and Certification for Rohingya teacher volunteers, Teachers’ and Facilitators’ Mental Health and Psychosocial Support (MHPSS) and parenting education. Under the GPE Programme Development Grant (PDG), the consultant will support the finalization of programme proposal for the System Transformation Grant (STG). In addition to the ECW and GPE PDG assignments, the consultant will contribute to UNESCO’s regular education programme, particularly in areas such as teacher professional development, teacher policy, skills training, and the integration of ICT and Artificial Intelligence (AI) in education. The consultant will assist through research, coordination, and technical support to advance UNESCO’s education agenda in Bangladesh.
Under the overall authority of the Head of Field Office, the overall supervision of the Head of Education, and the direct supervision of the National Programme Officer for Education, the incumbent will support the effective implementation of the aforementioned programmes.
MAIN DUTIES AND RESPONSIBILITIES
MAIN DUTIES AND RESPONSIBILITIES
Education Cannot Wait (ECW) Programme
- Support implementation and monitoring of activities under four key components: (i) Burmese Language Training and Certification; (ii) Continuation of the Teacher Stipend; (iii) Teachers’/Facilitators’ Well-being and Self-care; and (iv) System Strengthening and Sustainability.
- Assist in coordinating training sessions, workshops, and dissemination events with implementing partners, government officials, and education sector stakeholders.
- Support data collection, verification, and documentation of training outcomes, stipend distribution, and well-being sessions.
- Assist in preparing progress updates, monitoring reports, policy briefs, and lessons-learned documentation for submission to UNESCO, donor and partners.
- Provide logistical and administrative support to ensure smooth coordination with the RRRC, Cox’s Bazar education sector and Cox’s Bazar-based partners.
- Draft communication materials including social media posts in consultation with UNESCO’s Communication and Public Engagement team.
GPE Programme Development Grant (PDG)
- Support the development of the GPE System Transformation Grant (STG) proposal through data compilation, drafting, formatting, and consolidation of technical inputs.
- Coordinate with government and development partners to facilitate consultations and validation meetings.
- Support the organization of meetings and workshops with internal and external stakeholders.
- Draft meeting and workshop materials including minutes and presentations.
- Draft communication materials including social media posts in consultation with UNESCO’s Communication and Public Engagement team.
- Support coordination with education stakeholders including the Government of Bangladesh (MoE, MoPME), DPs, UN AFPs, I/NGOs, CSOs.
- Support preparation of project updates and donor reporting.
UNESCO Regular Programme
- Assist in activities related to teacher professional development, TVET and skills training, ICT and AI in education.
- Support the organization of meetings and workshops with internal and external stakeholders.
- Draft meeting and workshop materials including minutes and presentations and related documentation
- Draft communication materials including social media posts in consultation with UNESCO’s Communication and Public Engagement team.
- Support coordination with education stakeholders including the Government of Bangladesh, DPs, UN AFPs, I/NGOs, CSOs, youth-led organizations.
- Support preparation of project updates and donor reporting.
Resource Mobilization:
- Draft project concept notes for resource mobilization (topics to be identified in consultation with UNESCO)
Other Tasks:
- Carry out additional programmatic, operational, and administrative tasks as delegated by the supervisor.
The duration of the assignment is 6 months, renewable subject to availability of funds and satisfactory performance. The assignment is expected to start on 01 January 2026 and end on 30 June 2026.

Long Description
REQUIRED QUALIFICATIONS
Education
- An advanced university degree (master’s or equivalent) in the field of Education or Social Sciences or other related disciplines.
Work Experience
- Minimum 3 years of progressively responsible relevant work experience in technical, logistical, administrative and management support for programme implementation, preferably with UN agencies or INGOs or government agencies.
- Good experiences in developing communication materials including social media posts.
Skills and Competencies
- Good interpersonal and communication skills, including good drafting skills in English and Bangla.
- Good proficiency in Bangla typing, the use of MS Office and other tools (Word, Excel, Outlook, PowerPoint, Canva/Photoshop, Adobe, etc.)
- Knowledge of SPSS or STATA would be an added advantage.
- Good organizational, facilitation, and coordination skills to contextualize, develop, and deliver face-to-face, online, and/or orientation, and training on education and education issues.
- Ability to communicate complex concepts clearly and effectively with people of different cultural backgrounds.
- Flexibility to adjust work schedules, priorities, and capacity to multi-task and work effectively under pressure.
Languages
- Proficiency in both written and spoken English and Bangla is essential.
